Hai Duong province proposed to assign a mechanism for localities with autonomous budget balance to proactively decide on staffing in state administrative agencies and the number of employees in public service units in the province.
Responding to the petition of Hai Duong province, the Ministry of Home Affairs informed that according to Article 2 of Regulation No. 70-QD/TW dated July 18, 2022 of the Politburo on the management of the payroll of the political system, the Politburo leads and directs the management of the payroll in the political system; the total payroll of the political system is decided for a 5-year term and when necessary.
Accordingly, the Politburo issued Decision No. 72-QD/TW approving the staffing for the 2022-2026 period of each locality and assigned the Central Organizing Committee to decide on the annual staffing allocation for each locality based on the staffing approved by the Politburo.
Therefore, the Ministry of Home Affairs requests that Hai Duong province properly manage and use the number of staff approved by the Politburo and assigned by the Central Organizing Committee as mentioned above.
Also related to the issue of staffing, civil servants and public employees, Ha Nam province has proposed to supplement the staffing of civil servants and people working with salaries from the state budget for the locality according to prescribed norms.
Responding to the above content, the Ministry of Home Affairs said that streamlining the payroll associated with rearranging the organizational apparatus, restructuring and evaluating the performance of the staff, civil servants and public employees is a major policy of the Party, National Assembly and Government;
Require all agencies, organizations and units in the political system to implement and ensure that in the 2022-2026 period, the number of civil servants and 10% of public employees receiving salaries from the state budget will be reduced compared to 2021 (excluding public employees receiving salaries from public revenues) according to Conclusion No. 28-KL/TW and Conclusion No. 40-KL/TW of the Politburo.
In Regulation No. 70-QD/TW and Decision No. 72-QD/TW, the Politburo assigned the Central Organizing Committee to directly manage the payroll of provincial Party Committees, city Party Committees, and Party Committees of centrally-affiliated blocs (including the payroll of local governments); the Standing Committees of provincial Party Committees, city Party Committees, Party Committees, Party Delegations, and Party Executive Committees directly under the Central Committee directly manage the assigned payroll, lead, and direct the implementation of payroll allocation to agencies, localities, and units to ensure strictness, efficiency, and compliance with regulations.
Therefore, in case of necessity (establishing a new organization, being assigned new tasks by a competent authority), the Ministry of Home Affairs requests the Provincial People's Committee to report to the Provincial Party Committee Standing Committee to give opinions to the Central Organizing Committee on supplementing the civil servant payroll according to regulations.
