On the morning of November 19, the National Assembly discussed in groups the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.
Delegate Nguyen Van Loi - Head of the Ho Chi Minh City National Assembly Delegation said that due to overlapping regulations, many cases of land problems have existed for decades, mainly due to state management, not from people or businesses.
According to the delegate, it is necessary to stipulate that the use of land by current enterprises, especially state-owned enterprises and equitized enterprises, must be based on planning. There are enterprises with land with the initial purpose of use being agriculture, the urbanization process, if according to the plan, it can be converted to serve development but cannot be converted because it must follow the original purpose.
Regarding land finance, the delegate mentioned that there are cases where for many reasons projects owe people resettlement, in some cases for 10-20 years.
If the resettlement in these projects is continued in the future, how will the prices be implemented? People cannot be forced to compensate for a gap between current prices and those from 10 - 20 years ago. Therefore, there should be regulations for old resettlement projects in the above category, if there is a previous plan, the price must be calculated at the time of land acquisition.
The delegate said that land valuation according to the market is using consultation, on the other hand, the People's Councils of localities will issue a land price framework with a land price coefficient; Thus, according to this design, operating independently from each other, leading to a situation of no match in data, no development, investors are discouraged.
According to the delegate, the consistent viewpoint is not to push up land prices or virtual prices. However, in policy design, we push up land prices, considering that as a market principle. The delegate suggested that in this regulation, that problem must be overcome, abandoned according to market principles, and left to the state to decide.
"People say why land prices are so high, but the consultation is even higher. While the committee did not dare to lower it for fear of responsibility. As a result, the economy, people and businesses are burdened with all the burden, and cannot develop," said the delegate.

Regarding the land price list, delegate Nguyen Thi Yen (HCMC Delegation) said that the land price list must be built every 5 years, built by the Provincial People's Council.
According to the delegate, businesses also develop a 5-year production and business plan. If the land price list fluctuates every year, it cannot be done.
The delegate pointed out the reality that the same locality, the same location has 2 land price lists. Therefore, the Government needs to have specific instructions for people to agree, avoid complaints, so that the project can be implemented most smoothly.
