The Department of Rescue and Relief, General Staff is organizing to collect opinions to complete the draft dossier of the Decree detailing a number of articles of the Law on Emergency Situations.
Article 4 of the draft Decree has stated regulations on salaries, wages, allowances and support for people who are mobilized and mobilized to perform tasks in an emergency situation according to the decision of competent authorities.
Accordingly, for people receiving salaries from the state budget:
Being paid the full salary by the agency or organization where that person works according to rank, rank, rank, position; position allowances, seniority allowances, regional allowances and other allowances according to the provisions of law throughout the duration of performing the task;
In addition to the items specified in point a of this clause, they are entitled to a special allowance for performing duties in an emergency situation, calculated according to the actual duty day, with the following levels:
Level 1: Equal to 0.5 times the base salary/day for normal tasks in an emergency situation;
Level 2: Equal to 0.7 times the basic salary/day for tasks with dangerous, toxic elements or working in areas affected by natural disasters, epidemics, and serious disasters; Level 3: Equal to 1.0 times the basic salary/day for particularly dangerous tasks, working in conditions with high risks affecting life and health.
For people who do not receive salaries from the state budget:
Be paid wages and salaries according to the actual days of participation in the task by the agency or organization where that person works, but not lower than the regional minimum wage prescribed by the Government at the time of performing the task;
In addition to the above-mentioned level, they are entitled to emergency duty support, calculated daily, with the following levels:
Level 1: Equal to 0.5 regional minimum wage/day for ordinary tasks;
Level 2: Equal to 0.7 regional minimum wage/day for tasks with dangerous and hazardous elements;
Level 3: Equal to 1.0 regional minimum wage/day for particularly dangerous tasks;
In case the mobilized person has to temporarily stop their main work to perform tasks in an emergency situation, they will be compensated for the lost or reduced income, but the total payment level is not lower than the level specified in the above regulations.
The determination of the special allowance level specified in points 1 and 2 of this Article is decided by the person with authority to mobilize and mobilize based on the nature of the task, area and level of risk and is determined in the mobilization order.
