Deputy Minister of Home Affairs Cao Huy has just signed Decision No. 73/QD-BNV of the Minister of Home Affairs on promulgating the Thrift and Anti-waste Program of the Ministry of Home Affairs in 2025 with many key tasks.
Urging 51 localities to reorganize district and commune levels
In the decision, the Ministry of Home Affairs requested tightening discipline and order in financial and budget management; strengthening the management and use of public assets, ensuring compliance with standards, norms and regimes.
In particular, the Ministry of Home Affairs emphasizes focusing on arranging and handling assets, especially houses and land, in conjunction with streamlining the apparatus.
Complete the arrangement of streamlining the apparatus in accordance with the goals and requirements associated with streamlining the payroll and restructuring the team of cadres, civil servants and public employees in the process of merging the Ministry of Labor, Invalids and Social Affairs with the Ministry of Home Affairs.
The Ministry of Home Affairs will guide ministries, branches and localities to implement plans to reorganize the apparatus of state administrative agencies so as not to interrupt or miss work. Implement staff streamlining in conjunction with the team of cadres, civil servants, and public employees according to job positions.
This year, the Ministry of Home Affairs will continue to arrange and promote autonomy for public service units of ministries, branches and localities to ensure the goals set out in Resolution No. 19-NQ/TW.
In addition, institutions and policies related to the organization of the administrative apparatus, operating mechanisms, and policies for the staff are focused on reviewing, amending, and supplementing fully.
Policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of the apparatus and administrative units (ADUs) at all levels must be effectively implemented.
Notably, the Ministry of Home Affairs plans to guide and urge 51 localities to implement the arrangement of administrative units at district and commune levels in the 2023-2025 period approved by the National Assembly Standing Committee;
Continue to review and propose merger plans at district and commune levels for administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023 of the National Assembly Standing Committee to proactively plan the arrangement in the period of 2023-2030.
Ensuring a minimum reduction of 20% of civil servants and public employees
In addition to the 10% savings for regular expenditures to create a source for salary reform according to regulations, the Ministry of Home Affairs strives to save about 10% of additional regular expenditures in 2025 compared to the 2024 estimate to reserve resources to reduce the state budget expenditure surplus or for urgent tasks, arising, performing social security tasks or supplementing increased public investment expenditures.
Implement the arrangement and streamlining of the organizational apparatus of the Ministry and the internal organization of the Ministry (reducing at least 15-20% of internal organizational units, excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the consolidation plan), ensuring closely following the requirements and orientations of the arrangement and streamlining of the organizational apparatus of the Central Steering Committee.
The Ministry of Home Affairs plans to complete the development of criteria and regulations for assessment and conduct a review and screening of civil servants and public employees under its management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the budget to reduce staff according to the plan and roadmap for implementing Decree 178/2024 of the Government.
The Ministry of Home Affairs will also promote staff streamlining in conjunction with the arrangement of the apparatus and restructuring, improving the quality of the staff, civil servants and public employees to ensure the target for the period 2021-2026, the entire political system will streamline at least 5% of staff, civil servants and at least 10% of staff and public employees receiving salaries from the state budget.
