The draft Law amending and supplementing 11 laws in the fields of military and defense has just been commented on by the National Assembly Standing Committee at the 46th session.
The draft law aims to institutionalize the Party's policies and guidelines related to innovation, streamlining the apparatus of the political system to be streamlined, efficient, effective and efficient; and streamlining and organizing the local government apparatus at 2 levels.
The 11 draft laws include amendments and supplements to a number of articles of the Law on Military Service.
According to the draft proposed by the Government, the provincial and commune military service councils include: Chairman of the Military Service Council, Chairman of the People's Committee of the provincial and commune levels;
Standing Vice Chairman of the Military Service Council is the commander of the provincial and commune military agencies; Vice Chairman of the Military Service Council is the Director of the provincial Police, the Chief of the Commune Police.
The Military Service Council members are the heads of the Vietnam Fatherland Front Committee, socio -political organizations under the Vietnam Fatherland Front, a number of specialized agencies under the People's Committee and a number of other members decided by the Chairman of the People's Committee of the same level.
The Chairman of the Provincial People's Committee decided to assign the number of citizens to enlist and fulfill their obligations to participate in the People's Police (CAND) to the commune level; decide on the list of citizens to enlist and fulfill their obligations to participate in the CAND at the request of the provincial Military Service Council.
The task of the Provincial Military Service Council is to assist the Provincial People's Committee in directing inspections and urging agencies and organizations to register for military service and manage citizens of military service age.
Other tasks are preparing for citizens to serve in the army, planning the selection and calling of citizens to join the army and performing their duty to join the People's Public Security.
Conduct the selection of citizens to join the People's Public Security and perform their duties; train non-commissioned officers and reserve soldiers and implement regimes and policies for non-commissioned officers and soldiers in the area.
Report to the Provincial People's Committee to decide on citizens eligible for military service, temporarily defer military service and exempt from military service, exempted from military service and performing military police service.
Direct the People's Committees at the commune level to organize the implementation of legal regulations on military service and direct and guide the activities of the Commune-level Military Service Council.
Assist the Provincial People's Committee in directing and organizing the handover of citizens called for military service, performing their duty to join the People's Public Security for military and police units; organize the reception of non-commissioned officers and discharged soldiers.
Assist the Provincial People's Committee in inspecting and guiding relevant agencies and organizations in implementing military rear policies and managing citizens subject to military service in the locality.
Assist the Chairman of the Provincial People's Committee in reviewing and resolving complaints and denunciations in the implementation of the law on military service.
It is expected that on June 11, the Minister of National Defense, authorized by the Prime Minister, will present the Draft Law on amending and supplementing a number of articles of laws in the fields of national defense and security. This content will be considered and approved by the National Assembly at the meeting on June 27.
