On the morning of June, the Standing Committee of the National Assembly heard the Bill report amending and supplementing a number of articles of the Defense Law; Law on Military Army of the Vietnam People's Army; Professional military law, workers and defense officials; Law on military service; Vietnam Border Law; People's Defense Law; Law on reserve force; Civil defense law; Law on management and protection of defense works and military zones; Law on militia and self -defense; Law on National Defense and Security Education.
Lieutenant General Thai Dai Ngoc - Deputy Chief of the General Staff of the Vietnam People's Army - said that the 2013 Constitution is being studied, proposing to amend and supplement a number of articles with a scope related to issues on the organization of the apparatus of the political system.
Including amending and supplementing a number of regulations on 2-level local government. These provisions directly affect a number of provisions of the 11 laws mentioned above.
According to Lieutenant General Thai Dai Ngoc, the military organization has been arranged in the provincial direction, compact, effective, and efficient to ensure compliance with local government at both levels.
In which, the District Military Commands will be dissolved, the Provincial Military Command will be established, and the Provincial Border Guard Command will be dissolved.
Currently, the Central Military Commission and the Ministry of National Defense are directing agencies and units to actively complete preparations to ensure that when the law comes into effect, the arrangement of local military organizations can be implemented immediately.
In the draft law, the Government has amended and supplemented a number of provisions of the Law on National Defense.
Regarding the arrangement of the apparatus of the political system on the organization of local government at 2 levels, amending and supplementing a number of points and clauses such as determining the construction of regional defense, building commune level as a foundation for local protection.
The People's Committee at the provincial level shall issue a boundary order in one or more localities at the commune level and the People's Committee at the commune level shall issue a boundary order in one or more areas under its management.
The draft law amends and supplements a number of provisions of the Law on Officers of the Vietnam People's Army with content related to the arrangement of the apparatus of the political system on the organization of local government at 2 levels.
Accordingly, some titles of Commander, Political Commissar of the Provincial Border Guard Command, Deputy Commander, Deputy Political Commissar of the Provincial Border Guard Command, Commander, Political Commissar of the District Military Command, Deputy Commander, Deputy Political Commissar of the District Military Command will be abolished.
This is to ensure compliance with Project No. 839-DA/QUTW dated April 25, 2025 of the QUTW to continue to reorganize local military organizations to be "refined, compact, and strong" to meet the requirements of tasks in the new situation.
Supplement the responsibility of the Chairman of the Provincial People's Committee to decide to call up reserve officers for training and call up reserve officers to serve in the army, train, check readiness to encourage and prepare for combat for cadres, civil servants, and reserve non-commissioned officers residing in the locality.
The draft law amends and supplements a number of provisions of the Law on Border Guard of Vietnam, including adding to the construction of defences in border areas. Regulate the Border Guard Command to decide to limit or temporarily suspend operations in border areas under its management.
Regulates that the Commander of the Provincial Military Command requests the Chairman of the Provincial People's Committee to decide to limit or temporarily suspend the crossing of the border gate.
