On October 26, Minister of Finance Nguyen Van Thang and the working delegation worked with Dien Bien province on the situation of production and business, public investment, import-export, infrastructure construction, social housing, national target programs and the implementation of local government at both levels.
Reporting to the Minister on the socio-economic development situation, the leaders of Dien Bien province said that by the end of the third quarter of 2025, economic indicators will continue to have stable growth momentum, the province's GRDP growth rate is estimated at 6.76%, the province's total product.
Attracting non-state budget investment capital has not had much improvement, breakthroughs, and a lack of large projects; most non-budget investment projects are implemented slowly compared to the progress committed by investors...

Regarding the implementation of the two-level local government, there is still a lack of resources for digitalization and equipment; the workload has increased sharply; difficulties in implementing personnel policies; lack of headquarters, offices, and public housing.
At the meeting, Dien Bien province proposed that the Ministry of Finance submit to the Prime Minister to promptly allocate capital from the central budget reserve in 2025 for 2 projects: Project to preserve and renovate Dien Bien Phu Branch Group Center, combined with the renovation of the tree system at the relic sites of over VND 7.9 billion; Rural power supply project from the national grid over VND 389 billion.
In addition, the province proposed to allocate capital to prepare for investment in 2 strategic transport infrastructure projects in the province, including: Son La - Dien Bien - Tay Trang Border Gate Expressway Investment Project and the Road Upgrade Project from National Highway 12 to A Pa Chai Border Gate.
To promote restructuring the agricultural sector, the province proposed an investment policy for the "Investment project to build an inter-regional irrigation system to serve crop restructuring and respond to climate change in Dien Bien province".
The project aims to provide irrigation water for 31,000 hectares of productive land and domestic water for 50,000 people. The scale of 4 reservoirs with a total capacity of 35 million m3, a total investment of 3,000 billion VND, expected to use ODA capital.

In his concluding remarks, Minister Nguyen Van Thang highly appreciated the results achieved by the province in implementing the two-level local government organization and implementing the growth target of 8% or more in 2025, towards the double-digit growth target in the period of 2026-2030.
The Minister also pointed out the difficulties and challenges that the province faces regarding traffic infrastructure bottlenecks, especially road traffic that has not connected border gates, industrial infrastructure has not been developed; the Son La - Dien Bien - Tay Trang expressway has not been implemented.
Minister Nguyen Van Thang said that the investment environment is not attractive, and strategic investors and large-scale projects have not been attracted. Tourism is not yet the spearhead industry of the province, lacking branded, unique tourism products, connecting tourism products...
