On January 12, the National Assembly Standing Committee passed a Resolution on the number and structure of the proportion of prosecutor ranks of the People's Procuracy and the Military Procuracy (VKS).
The total number of prosecutors of the People's Procuracy at all levels is 11,285 people (excluding the number of prosecutors of the Supreme People's Procuracy).
This Resolution takes effect from the date of adoption. The National Assembly Standing Committee agrees that from now until January 1, 2029, the number and structure of the proportion of prosecutor ranks of each level of procuracy may change according to the transfer of the Chief Procurator of the People's Procuracy but does not increase the total number of prosecutors of the assigned levels of procuracy.
From January 1, 2029, it is necessary to ensure the number and structure of the proportion of prosecutor ranks of each level of procuracy according to the provisions of this resolution.
Before the National Assembly Standing Committee voted, Deputy Chief Procurator of the Supreme People's Procuracy Nguyen Duy Giang presented the draft Resolution on the number and structure of the proportion of prosecutor ranks of the People's Procuracy and the Military Procuracy.
According to the report, for the rank of senior prosecutor, the number is adjusted to increase from 329 people to 970 people (accounting for 8.6% of the total number of prosecutors assigned, which is 11,285 people).
Senior prosecutors are arranged at all 3 levels of procuracy (Supreme People's Procuracy, Provincial People's Procuracy and Regional People's Procuracy).
In general, out of 11,285 prosecutors, the Supreme People's Procuracy is assigned 622 people (including 248 senior prosecutors; 223 intermediate prosecutors, and the rest are primary prosecutors).
The provincial-level People's Procuracy is allocated with 3,732 people, including: 337 senior prosecutors, 2,757 intermediate prosecutors, and the rest are primary prosecutors, accounting for 17.1%.
The Regional People's Procuracy has a total of 6,931 prosecutors, including 385 senior prosecutors, 1,786 intermediate prosecutors and 4,760 primary prosecutors.
The arrangement of senior prosecutors down to the regional level, according to the Supreme People's Procuracy, is to meet the requirements of increased procedural authority at this level when the judicial area is expanded and many new tasks are assigned according to the new organizational model.
The Military Procuracy system out of a total of 448 prosecutors assigned, the Supreme People's Procuracy proposed to adjust the structure in the direction of increasing the proportion of senior and intermediate prosecutors, reducing primary prosecutors to improve the quality of the team.
Accordingly, the Central Military Procuracy has 42 prosecutors, of which 34 are senior prosecutors and 8 are intermediate prosecutors.
The Military Region and equivalent Procuracy has 142 prosecutors, of which 26 are senior and 116 are intermediate. And at the Regional Military Region Procuracy, there are 264 prosecutors, mainly primary with 204 people, and the rest are 60 intermediate.

In the tham tra report, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the majority of opinions in the Committee basically agreed with the overall plan of the draft resolution, especially the strengthening of prosecutors for the Supreme People's Procuracy.
According to Mr. Hoang Thanh Tung, this plan aims to meet the rapidly increasing workload in recent years, as well as receiving all authority from the High-Level Procuracy after this level ends its operations.
After discussion and concluding speech, Vice Chairman of the National Assembly Nguyen Khac Dinh clearly stated that the National Assembly Standing Committee agreed and assigned the Director of the Supreme People's Procuracy to organize the implementation.
The 3-year period must ensure full implementation of regulations on the number, structure and proportion of prosecutor ranks.
On the same day, the National Assembly Standing Committee voted to approve the Resolution on the regime for issuing and using uniforms, badges, and badges of leaders of People's Procuracies at all levels, prosecutors, inspectors, investigating officers and Prosecutor's Identity Cards.
