On March 22, in Hanoi, the Standing Committee of the Central Military Commission held a conference to review and comment on the draft Project on "refined, compact, and strong" local military organization to meet the requirements of tasks in the new situation (Project).
General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the conference.
At the conference, delegates discussed and gave their opinions on the draft Project on local military organization "streamlined, compact, and strong" to meet the requirements of tasks in the new situation.
Focus on proposing a plan to reorganize and payroll, determine specific functions and tasks for each level of the local military bloc and organize and payroll the Border Guard force at the provincial level.
Also at the conference, the leaders of the Ministry of National Defense focused on clearly analyzing the advantages and disadvantages of each option.
Express your views on the organization, staffing, functions, and tasks for the new local military organization model and issues on policies, laws, and strategies directly related to the development and implementation of the tasks of the local military system.

Concluding the conference, General Phan Van Giang acknowledged and commended the General Staff and competent agencies for promoting a high sense of responsibility, strictly implementing the instructions of all levels, proactively coordinating and drafting the Project to ensure progress and quality.
Based on the draft content and the discussion opinions of the delegates, General Phan Van Giang requested that the agency in charge of developing the Project adjust the structure in the direction of focusing on key issues, ensuring tightness, stagnation, accuracy, easy monitoring, avoiding overlap and spreading.
At the same time, it pointed out a number of contents that need to be adjusted and supplemented to emphasize, affirm, and clarify the characteristics of each local military level and the provincial Border Guard force.
General Phan Van Giang also requested the General Staff and relevant agencies to continue reviewing the functions and tasks of the District Military Command to study, arrange, and transfer to the new force to ensure suitability, closeness to reality, and maximum efficiency after removing the district-level Military Command model.
To ensure good progress and quality of the Project, General Phan Van Giang requested that the General Staff advise to add members from a number of sectors and fields to participate in the development and contribution of opinions to maximize the promotion of collective intelligence.
Continue to include, absorb, and add the opinions of delegates at the conference to the draft Project, then complete and send the Project to request the opinions of delegates according to regulations.
The process of submitting opinions needs to specifically suggest a number of key issues to ensure that the opinions are focused and of high quality.
