The Minister of National Defense has just signed and issued Circular No. 18/2025/TT-BQP regulating the conferment of military ranks for graduates in officer training in the army; promotion of officers of colonel and lieutenant ranks beyond the term and raising officers' salaries ahead of schedule.
Regarding the conditions for being considered for the rank of Lieutenant:
This content is stipulated in Clauses 1 and 2, Article 3 of Circular No. 18/2025/TT-BQP as follows:
Sub-officers and soldiers who have graduated from pilot training, Submarine training, and are well-trained will be considered for the rank of Lieutenant.
Sub-officers and soldiers with university degrees, graduation ratings of at least 1, and good training are considered for the rank of Lieutenant, specifically:
Foreign school training;
Doctor training at the Military Medical Academy for members of the Communist Party of Vietnam: The rate of promotion to the rank of Lieutenant does not exceed 90%;
Training pharmacists and engineers at military schools and non-military schools as official party members of the Communist Party of Vietnam; secondary university degrees in military schools from non-commissioned officers and soldiers in active service who are party members of the Communist Party of Vietnam: The rate of promotion to the rank of Lieutenant is not more than 70%;
5-year training program (not subject to engineering training) is an official party member of the Communist Party of Vietnam, during the course, being awarded the title of Advanced Soldier or higher twice or winning official prizes at national and international competitions;
Trainees who are ethnic minorities of very few ethnic groups and trainees who are admitted according to Government regulations are official members of the Communist Party of Vietnam: The rate of promotion to the rank of Lieutenant does not exceed 55%;
Training program for 4 years as an official party member of the Communist Party of Vietnam, during the course being awarded the title of Advanced Soldier or higher twice or winning an official prize at national and international competitions;
Students who are ethnic minorities of very few ethnic groups and students who are admitted according to Government regulations, students who train at non-military schools and schools under the Ministry of Public Security are official members of the Communist Party of Vietnam: The rate of Lieutenant's military rank is not more than 45%.
Conditions for being considered for the rank of Senior Lieutenant and Captain:
This content is stipulated in Clauses 3 and 4, Article 3 of Circular No. 18/2025/TT-BQP as follows:
Sub-officers and soldiers who have graduated from university are considered for promotion to the rank of Senior Lieutenant and Captain:
Training doctors at the Military Medical Academy to be ranked as good graduates or higher, and in the course to be awarded the title of Emulation Fighter of the entire army or higher;
University-level training at the remaining schools with excellent graduation rankings, in the course awarded the title of Emulation Fighter of the entire army or higher, an official Party member of the Communist Party of Vietnam, is considered for the rank of Senior Lieutenant.
Training pilots and Submarines:
Domestic training is good, good training, good graduation, being a member of the Vietnam Communist Party is considered for the rank of Senior Lieutenant; good graduation or higher, good training, being a member of the Vietnam Communist Party is considered for the rank of Captain.
Training abroad with a graduation rank of quite high or higher, good training is considered for the rank of Captain.
Sub-officers and soldiers who have graduated with a master's degree or equivalent abroad and have trained well will be considered for promotion to the rank of Senior Lieutenant.
