This content is stipulated in Decision No. 1671/QD-TTg on the National Strategy on Artificial Intelligence to 2030, vision to 2045 (Strategy).
The goal of the Strategy is to make AI the main operating platform of the State, economy and society. Vietnam completes the fundamental transformation of institutions, governance models, nghiệp vụ processes, products, services, production and business methods and important infrastructure systems designed, developed and operated on the AI platform.
Vietnam has formed an AI business ecosystem, an AI-native business with regional and international competitiveness and has become an important research, development, production, and supply center for AI products, services and solutions in the region and globally.
The decision set out 9 strategic pillars including:
Pillar 1. AI human resources and AI skills for the whole people: Develop high-quality AI human resources, popularize AI skills for the whole society, and ensure that the labor force has the capacity to research, develop, deploy and use AI.
Pillar 2. Data, AI model: Data development, data infrastructure and AI model as a foundation for AI research, development, training, testing, evaluation and deployment.
Pillar 3. AI infrastructure: Develop computing infrastructure, cloud computing, edge AI and AI data centers, ensuring computing capacity to serve state management, research, innovation and AI deployment.
Pillar 4. Research and development of AI and mastering AI technology: Promoting research, development and mastering AI technology, forming AI products and services Make in Viet Nam and core technology capacity to serve the country's major problems.
Pillar 5. AI in national governance: Develop, deploy and use AI in national governance to build a modern, proactive, and rapidly adaptive governance in the AI era; improve the efficiency of national governance, the quality of public service provision, forecasting capacity, direction, administration and service to people and businesses.
Pillar 6. AI for industries and fields: Promote comprehensive AI transformation in industries and fields; focus on developing a number of key industries and fields that have a major impact on productivity, growth, national competitiveness, social security and people's lives.
Pillar 7. AI for small and medium enterprises, business households, cooperatives: Supporting small and medium enterprises, business households, cooperatives to access, deploy, maintain and use AI products, services, solutions and measure practical efficiency.
Pillar 8. AI ecosystem: Developing a Vietnamese AI ecosystem capable of researching, developing, commercializing and exporting AI products, services, and solutions.
Pillar 9. Safe and reliable AI management: Safe, reliable, responsible AI management, ensuring AI is developed, provided, deployed and used in accordance with legal regulations.
