On July 31, in Hanoi, the Scientific Council of the National Assembly Standing Committee held the first session, term 2026 - 2031.
At the meeting, Deputy Chairman of the Committee for Delegate Affairs Nguyen Dai Thang announced the Resolution on the establishment of the Scientific Council of the National Assembly Standing Committee for the 2026 - 2031 term.
Accordingly, the Council consists of 27 members, chaired by Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh.
Speaking at the meeting, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh requested that the members of the Council continue to promote the spirit of responsibility, bravery, wisdom, knowledge and scientific contribution; proactively and actively participate in the Council's activities with a spirit of innovation, responsibility, and objectivity.
At the same time, closely follow the functions and tasks of the National Assembly and the National Assembly Standing Committee, contributing to improving the quality of legislative work, supreme supervision work and deciding on important issues of the country according to the functions and tasks of the National Assembly.
In addition, improve the quality of strategic consulting research, policy consulting, with focus and key points, focusing on major and important issues.
Each Council member needs to focus on improving the scientific content in strategic and policy advisory work; providing reliable scientific and practical arguments, serving legislative activities - the central task of the National Assembly; proactively researching strategic and core issues.
Along with implementing the legislative direction of the 16th National Assembly term, there is also a very important task of summarizing the implementation of the 2013 Constitution.
The Vice Chairman of the National Assembly also proposed to thoroughly grasp the spirit of innovating legislative thinking according to the new guidelines and policies of the Party and the State.
Strengthen policy research and criticism to promptly identify bottlenecks, institutional barriers and inadequacies in legal regulations to propose practical solutions to serve the work of building and perfecting the legal system.
At the same time, comprehensively innovate the operating methods of the Council in a flexible and effective direction; improve professionalism, flexibility, and science.
According to the Vice Chairman of the National Assembly, in addition to regular official meetings, it is necessary to organize many meetings of the Council members' group meetings and thematic group meetings.
Along with that, strengthen the effectiveness of scientific activity management and ensure the operating conditions of the Council; apply digital transformation to build databases; apply artificial intelligence in scientific research management and share scientific research knowledge of Council members, agencies of the National Assembly and National Assembly Deputies.
Also at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh awarded Certificates of Merit to the Law and Justice Committee, the Delegate Affairs Committee and individuals with outstanding achievements in the activities of the Scientific Council of the National Assembly Standing Committee for the 2021 - 2026 term.
