This morning (July 29), the National Conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee took place in direct and online form.
At the conference, Mr. Nguyen Thanh Nghi - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, gave a thematic report on the content of Resolution No. 19-NQ/TW, dated July 28, 2026 of the 14th Party Central Committee on Innovation of Vietnam's development model.
Mr. Nguyen Thanh Nghi said that based on theoretical research, practical summaries, selective reference to international experience and thoroughly grasping the Party's guidelines, policies, viewpoints, Resolutions, and Conclusions and the guiding conclusions of General Secretary and President To Lam, the Party Central Committee has issued a Resolution defining a system of viewpoints, goals, tasks and comprehensive solutions on innovating the country's development model for the period up to 2030, 2035, 2045 and vision orientation to 2130.
The Central Resolution sets out 5 guiding viewpoints, in which, determining that the innovation of the country's development model must be implemented synchronously, comprehensively and appropriately for each stage; ensuring close connection of development pillars into a unified whole; taking institutional innovation and national governance as a breakthrough; governance according to goals, development space and based on data; taking coordination efficiency, service quality for people and businesses and problem solving capacity as a measure.
To realize the aspiration to make Vietnam a developed, high-income country by 2045, creating a foundation for the next 100-year development vision of the country under the leadership of the Party (2030-2130), the Central Executive Committee has agreed on the goals according to development milestones and vision orientations to 2130 as follows:
By 2030, complete the foundations for new development models in all fields, suitable to the development level of a modern industrial country with high average income. Create breakthroughs in institutions, modern national governance, science, technology, innovation, strategic infrastructure, high-quality human resources and leading enterprises; successfully implement the goals set out by the 14th Party Congress.
By 2035, basically complete the transition to the Vietnamese development model of self-reliance, creativity, humanity, sustainability and integration; synchronously form component models of the development model.
By 2045, the Vietnamese Development Model, which is self-reliant, creative, humane, sustainable and integrated with component models, will operate synchronously, harmoniously, and effectively. Vietnam will become a developed, high-income country, steadily moving towards socialism.
Orienting the vision to 2130, Vietnam becomes a highly developed socialist country, civilized, modern, distinctive, with creative capacity and lasting vitality; having an important position in the global order of knowledge, technology, economy, defense and security; a civilized, prosperous, fair, inclusive, and happy society; cultural identity, comprehensively developed people; capable of adapting to all changes and making worthy contributions to humanity.
The Resolution also sets out 7 groups of tasks and solutions: On institutions, national governance and perfecting the political system; On economy; On society; On culture, people; On ecological environment; On national defense and security; On foreign affairs and international integration.
The Resolution has assigned specific tasks for organizational implementation to the National Assembly Party Committee; Government Party Committee; Party Committees of central ministries and branches; provincial and city Party committees, Party committees directly under the Central Government; Party Committee of the Fatherland Front, central mass organizations; Central Propaganda and Mass Mobilization Committee, Central Policy and Strategy Committee and the Central Party Office.
To implement the Resolution, the Politburo issued an Action Program with 51 important tasks and solutions and 40 key targets; clearly defining the roadmap, output products, and assigning responsibilities to each agency and organization to take the lead in monitoring and implementing.
