On the morning of January 7, 2026, in Hanoi, General Secretary To Lam worked with the Central Policy and Strategy Committee. Politburo member, Standing Secretary of the Secretariat Tran Cam Tu also attended the working session.

The working session aims to give opinions on the orientation of building 2 resolutions: on innovating the country's development model based on science, technology, innovation and digital transformation; on strategic solutions to promote double-digit growth associated with establishing a new growth model.

At the working session, Member of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented a summary report on the results of researching the content of building 2 Central resolutions.

Speaking at the working session, General Secretary To Lam emphasized the important and urgent requirements of transforming the country's development model based on science, technology, innovation and digital transformation; and the implementation of the double-digit growth target associated with establishing a new growth model.

Regarding the general requirements, the General Secretary pointed out that the development of 2 resolutions must meet 5 requirements: It must closely follow and fully institutionalize the viewpoints and objectives stated in the draft Document of the 14th Party Congress; must have a far-sighted, comprehensive, and sufficiently in-depth vision, not being constrained by short-term interests or term thinking; must originate from reality, stand on the practical land of Vietnam, not stereotyping machines according to any foreign model; ensure feasibility and high action, associated with roadmaps, steps, and resources for implementation; must be convincing, inspiring, creating high unity throughout the Party and the political system, consensus in society and arousing the aspiration for dedication, the aspiration to rise up of the nation with knowledge and creativity.

Strong shift in thinking

Regarding some major orientations, the General Secretary proposed that the transformation of the development model and the establishment of a new growth model is first of all a strong shift in thinking, from broad development to in-depth development; from relying on simple resources and labor to relying on knowledge, technology and productivity; from management to development creation; from the state "working for" to "creating conditions for society and businesses to be creative".

Fully promote the role of economic sectors (state economy, leading, constructing, opening the way; private economy is the most important driving force of the national economy...).

The General Secretary requested to fully recognize the dialectical relationship between stability and development. Rapid development but must be sustainable, associated with progress, social justice, environmental protection and improving people's lives.

High growth but must be on a stable foundation, taking macroeconomic stability, ensuring major balances as a prerequisite, top priority.

The General Secretary emphasized that the transformation of the development model based on science and technology is not only an economic requirement, but a comprehensive strategic issue, contributing to improving national efficiency, associated with innovating the Party's leadership and governance methods, improving the efficiency of management and governance of the State, perfecting institutions, developing people, ensuring national defense and security, and enhancing national position.

This is a mandatory path to implement to realize the two 100-year goals of the country, building a peaceful, independent, democratic, prosperous, prosperous, civilized, and happy Vietnam. All development policies must be placed in this overall framework.

Clearly identifying science, technology, innovation and digital transformation as the main driving force of the new development model, the new growth model and the most fundamental factor to achieve the long-term double-digit growth target.

At the same time, identifying people as the most important resource for national development, as the center, as the subject and goal of development. Science and technology development must be associated with the comprehensive development of Vietnamese people, with knowledge, bravery, ethics and aspirations to contribute.

Regarding the timetable and assignment of responsibilities, the General Secretary requested the Central Policy and Strategy Committee to continue to preside over and coordinate with agencies to urgently study and develop 2 resolutions on innovating the country's development model based on science and technology, innovation and digital transformation; on strategic solutions to promote double-digit growth associated with establishing a new growth model.
