Development pillars in the new stage
Speaking at the 3rd Plenum of the 14th Central Committee, General Secretary and President To Lam mentioned "four strategic shifts", which are: Improving the leadership, ruling capacity and operational quality of the Party and the State apparatus; Unified management of development space, promoting the effectiveness of national resources; Establishing a development model based on productivity, knowledge, technology and people; Proactively preventing, improving resilience, adaptability and firmly protecting the country.
At the National Conference to thoroughly grasp and implement the Resolution of the 3rd Central Conference, General Secretary and President To Lam emphasized the requirement to unify awareness, firmly grasp the guiding ideology, new points and the organic relationship between policies and strategic shifts of the Central Government; understand correctly to act unifiedly.
These are not only major orientations for the new development stage but also a requirement for comprehensive innovation in leadership thinking, management and implementation organization to realize strategic goals to 2030 and 2045.
Major General, Assoc. Prof. Dr. Nguyen Van Sau - Deputy Director of the Vietnam National Defense Strategy and History Institute (Ministry of National Defense) - analyzed that the "four strategic shifts" mentioned by General Secretary and President To Lam at the 3rd Plenum of the 14th Central Committee can be seen as a unified whole, aimed at removing fundamental bottlenecks and strongly shifting the country's development method in the new era.
According to Major General, Assoc. Prof. Dr. Nguyen Van Sau, the first requirement is to improve the leadership and ruling capacity and operational efficiency of the State apparatus. This is a shift from streamlining the organization to improving the action capacity, ensuring clear people, clear tasks, clear authority, clear responsibilities, clear results; gradually removing bottlenecks in institutions, decentralization and coordination.
The second shift towards unified governance of development space, promoting the effectiveness of national resources. This is to solve the situation of resource fragmentation, weak regional linkage, and unsynchronized planning; thereby better exploiting the potential of land, infrastructure, urban areas, sea and economic regions of the country.
The third shift in establishing a development model based on productivity, knowledge, technology and people. This is the solution to the bottleneck of productivity, growth quality and innovation capacity, creating new growth momentum instead of relying heavily on capital, resources and cheap labor.
Fourth, proactively prevent, improve resilience, adaptability and firmly protect the country. This is a very important condition for the country to realize its aspirations for development.
Understand correctly, act unifiedly to create breakthroughs
Also exchanging, Assoc. Prof. Dr. Nguyen Quoc Dung - former Director of the Regional Political Academy II - said that "four strategic shifts" as well as the message of General Secretary and President To Lam in thoroughly implementing the Resolution of the 3rd Plenum of the 14th Central Committee have set a very high requirement, which is that tasks and solutions are implemented synchronously, with the highest political determination and taking the effectiveness of implementation and the quality of life of the people as a measure.
According to Assoc. Prof. Dr. Nguyen Quoc Dung, the current consistent requirement is to unify awareness and understand the spirit of resolutions to act unifiedly. Synchronously implementing the resolutions of the 3rd Plenum of the 14th Central Committee is also to focus on removing the three bottlenecks identified by the 14th Congress: Institutions and institutional implementation; high-quality human resources; synchronous infrastructure.
There are institutional issues that we have basically done. That is already very difficult. But even more difficult is to put those institutions into practice. To implement effectively, it must be synchronized. If not synchronized, it will lead to staggering and overlapping situations. In the current context, only synchronous implementation can lead to rapid and sustainable development" - Assoc. Prof. Dr. Nguyen Quoc Dung shared.
From now to 2030 and 2045 - the two milestones of 100 years of the Party and the country, the urgent task is to accelerate the organization of implementation with the highest political determination. The measure of success is not only the quality of policy decisions or the operational efficiency of the apparatus, but also the belief and quality of life of the people" - Assoc. Prof. Dr. Nguyen Quoc Dung gave his opinion.
