On July 10, the National Assembly Standing Committee gave initial comments on the draft report on the results of thematic supervision on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
Reporting to the National Assembly Standing Committee, Chairman of the Committee on Culture and Society Nguyen Dac Vinh emphasized that at present, our country's human resources basically meet the requirements of socio-economic development.
The scale of human resources has developed, the structure is increasingly suitable; the qualifications and skills of the workforce have been improved; labor productivity, employment, and income of workers have changed positively.
For the public sector, the team of cadres, civil servants and public employees accounts for a small proportion of the total workforce in the whole society, most of whom have university degrees or higher; the work of recruitment, use, management and development of human resources is carried out seriously, ensuring publicity and transparency according to regulations, therefore, the quality and qualifications of the team generally meet the requirements well.
The quality of education and training in our country is increasingly improved, better meeting the needs of human resource development, serving socio-economic development.
The scale of university and vocational training is generally stable during the supervision period. The structure of professions, qualifications, and training fields is diverse. Many new industries have been opened, quickly adapting to the needs of the labor market.
The policies to attract, promote and treat high-quality human resources of ministries and branches have initially been effective.
At the meeting, Deputy Prime Minister Ho Duc Phoc said that the most important thing is to have mechanisms and policies to promote the development of high-quality human resources after the supervision period.
In fact, there is no regulation on what constitutes a high-quality human resource - assessed based on qualifications or practical ability, professional qualifications.
"Therefore, it is necessary to clarify the concept and scope of high-quality human resources to get to know other important issues and have solutions" - the Deputy Prime Minister stated.
The important issue is how to train and use high-quality human resources. In which, there must be a fund for talent training and attraction. These things, when the Government studies and submits them, need the consensus of the National Assembly.
To attract and use, there must be policies and mechanisms for high-quality human resources. Engaging in state agencies or even for businesses, this must be clarified. When attracting, what are the housing policies, staffing, income, use and policies?
For example, attracting them to state agencies with staffing policies, can they be admitted to the payroll immediately or have to sign a contract. These issues need to be considered.
The Deputy Prime Minister said that recently implementing the two-level local government, the information technology system and human resources in state agencies can be said to be weak and very weak.
Accordingly, capable people work in outside enterprises because State agencies pay salaries like civil servants 5-7 million VND/month, which cannot be attracted.
"In the immediate future, for information technology cadres at the commune, provincial, and even ministerial level in state agencies, there needs to be a special mechanism, at least as in Decree 140 on attracting talented people to receive 200% of their salary to keep. If it cannot be kept, operating in digital form will be very difficult and will be confused" - the Deputy Prime Minister shared.
