Data collected from journey monitoring devices on road vehicles is used as a basis for handling violations.

This content is regulated in Decree No. 319/2026/ND-CP of the Government on journey monitoring devices, driver image recorders, and passenger compartment image recorders on road vehicles.

The subjects of application are domestic and foreign agencies, organizations, and individuals related to the installation, management, connection, transmission, reception, storage, exploitation, and sharing of data from surveillance devices on road vehicles in the territory of Vietnam.

This Decree does not apply to road vehicles of the army and police forces performing national defense and security tasks.

According to Decree No. 319, the storage, transmission, exploitation, sharing, and processing of data collected from monitoring devices on road vehicles to service servers, from service servers to traffic police department servers and data sharing with relevant agencies are carried out in accordance with the law on data, personal data protection and other relevant legal regulations.

Do not use data collected from monitoring devices on road traffic vehicles to infringe upon the honor, dignity, privacy, personal secrets, family secrets, and other legitimate rights and interests of individuals and organizations.

Data collected from monitoring devices on road traffic vehicles is used as a basis for handling violations of law and violations of road traffic order and safety, road transport in accordance with the law; serving state management, ensuring security, order, road traffic safety, road transport.

After the storage period as prescribed expires, the data is deleted or destroyed according to the provisions of law and the National Technical Regulations issued by the Minister of Public Security.

For cases where data is serving the verification, handling of violations, settlement of complaints, denunciations, and investigation, the data will continue to be stored on the server of the Traffic Police Department until the end of the case.

Regulations on installing driver image recording devices for passenger transport business cars with fewer than 8 seats (excluding the driver's seat), cargo transport business cars (excluding tractor trucks), and internal transport vehicles are implemented from January 1, 2028.

Regulations on installing image recording devices for passenger compartments for passenger transport business vehicles with more than 29 seats (excluding the driver's seat) will be implemented from January 1, 2029.

Regulations on installing image recording devices for passenger compartments for passenger transport business cars from 08 seats or more (excluding the driver's seat) to 29 seats (excluding the driver's seat) will be implemented from January 1, 2030.
