From each news line, each page, a seemingly dry field like finance is gradually becoming closer to people and businesses, contributing to connecting, spreading and accompanying the financial sector in the journey to bring policies into practical life.

Spreading policies, creating social consensus

In the context of the constantly fluctuating global economy, along with the need for innovation from domestic practice, the Ministry of Finance is taking many important steps, not only in management but also in policy making thinking. If in the past, the development of financial policies mainly focused on the technical aspect, now, the communication factor is considered an indispensable part for the policy to become practical and create social consensus.

With a highly specialized field such as finance, journalism is no longer a "transfer channel" in a narrow sense, but has become an important link in the policy operation chain - from disseminating information, explaining content to reflecting practice and suggesting adjustment.

When the financial industry is simultaneously implementing many major reforms in institutions and organizational structure, the accompanying role of the press becomes even more essential. In particular, in the period when the Ministry of Finance is urgently completing the legal system as a foundation for financial and budgetary management, the coordination between management agencies and the press is an important condition for policy information to be conveyed quickly, accurately, transparently and easily accessible to the people.

Member of the Party Central Committee, Minister of Finance Nguyen Van Thang said that the Ministry is urgently reviewing, amending and submitting pillar laws such as: Law on Public Investment, Law on State Budget, Law on Management and Use of Public Assets, Law on Tax Administration, Law on Personal Income Tax, Law on National Reserves, Law on Accounting, Law on Independent Auditing, Law on Securities, Law on Handling of Administrative Violations. In addition, there is a group of laws regulating investment activities such as the Law on Planning, the Law on Investment under the public-private partnership (PPP) method, the Law on Bidding... All are amended in the direction of increasing decentralization, delegation of authority, transparency of responsibilities and creating more proactive conditions for localities.

In that institutional reform process, journalism is considered a "soft driver" to help shorten the gap between policies and reality, between orientation and feedback from the grassroots. A policy, no matter how well designed, if not properly understood, fully accepted and agreed upon by society, will hardly be implemented in a sustainable way.

Linking practice with management

Looking back in recent times, we can clearly see the press's mark in accompanying the financial industry, contributing to spreading policies and effectively connecting between management agencies and people and businesses.

Policies on tax exemption, reduction, extension of land rent, support for the corporate bond market, reform of administrative procedures... are all reflected promptly and easily, helping people and businesses quickly access and create a positive spillover effect. Not only stopping at the function of information, the press also reflects concerns, problems, and inadequacies from the grassroots, becoming an important reference channel for management agencies to perfect policies in a more practical and flexible way.

From the outstanding results that the financial industry has achieved in recent times, the leaders of the Ministry of Finance highly appreciate the role of the press in promptly and widely communicating policies and guidelines, contributing to building trust and promoting consensus in the whole society.

Deputy Minister of Finance Nguyen Duc Chi said that in the past year, the financial sector has achieved many positive results: State budget revenue exceeded the estimate by 19%, budget expenditure exceeded the estimate by nearly 15%, and effectively implemented a series of policies to support businesses and people.

"Having those positive results, in addition to the efforts of the staff and civil servants of the Finance sector, it is impossible not to mention the active and effective support and propaganda of news agencies, newspapers, and journalists. Thanks to that, important mechanisms, policies and information are always posted promptly and in many dimensions, contributing to creating consensus in public opinion, helping people and businesses understand and support the policies of the financial sector, the Deputy Minister acknowledged.

Regarding the orientation for the coming time, Deputy Minister Nguyen Duc Chi also affirmed: The Ministry of Finance will continue to innovate and strengthen closer coordination with press agencies in communication activities. Policy communication needs to be one step ahead, so that policies can reach people and businesses effectively".

On the other hand, the press is also an important force for monitoring and criticizing policies. In-depth investigation, reflection and analysis articles have helped detect inadequacies, warn of risks and create positive pressure to promote transparency and enhance responsibility in public financial management. At the same time, the press also plays the role of "professional technology", helping the public understand concepts that were thought to be dry such as e-invoice, eTax, budget management or specific mechanisms for localities.

Deputy Minister Nguyen Duc Chi emphasized: "Whether it is a state management agency or a press agency, our common goal is to contribute to the successful implementation of the socio-economic development tasks assigned by the Party and the State". It is not only a thank you, but a commitment to the close, equal and accompanying relationship between the press and the financial industry, the two forces are together towards the goal of serving the country and the people.

Continuing to accompany in the new journey

2025 is identified as a pivotal year for the financial industry, when a series of key tasks are set out: Completing institutions, improving the effectiveness of fiscal policies, reforming administrative procedures, accelerating digital transformation, and especially reorganizing the apparatus in a streamlined, modern, effective and efficient manner.

In that context, the role of the press continues to be affirmed as an indispensable companion. Not only a channel to reflect information, the press is also a place to share policy pressure, suggest practical solutions and contribute to spreading the spirit of reform to each citizen and each business.

At a press conference of the Ministry of Finance in 2025, Mr. Dang Khac Loi - Deputy Director of the Department of Journalism, Ministry of Culture, Sports and Tourism said that in 2024 alone, more than 615,000 financial news and articles were published, accounting for more than 11,5% of the total press information nationwide. The rate of positive information reached 74%, the rate of negativity decreased to 17.26%. These figures not only reflect the special attention of society for financial policies but also show the press's efforts to accompany and convey objectively to the financial industry.

With dozens of policy units spanning from tax, budget, customs, treasury, insurance to the financial market, every reform step of the Ministry of Finance needs connection from the media for the policy to truly come into life. The coordination between management agencies and the press is therefore being renewed every day - more flexible, more proactive, and more professional.
