From June 16, Decree 154/2025/ND-CP regulating staff streamlining officially took effect.
Accordingly, this decree stipulates the subjects, principles, policies for streamlining the payroll and the responsibility for streamlining the payroll in agencies, organizations, and public service units of the Party, State, the Vietnam Fatherland Front, and socio-political organizations from the central to the commune level.
Regarding the funding source for streamlining the payroll, Decree 154 clearly states that for cadres, civil servants; commune-level cadres, civil servants and part-time workers at the commune level, in villages and residential groups, the funding will be allocated by the state budget.
Meanwhile, for civil servants in public service units who self-insure regular and investment expenses; public service units that self-insure regular expenses, the settlement fund will be taken from the revenue from the unit's career activities.
In case public service units self-insured for regular and investment expenditures and public service units self-insured for regular expenditures do not have enough funding to resolve the staff reduction policy, they can use funds allocated according to the regulations of public service units and funding sources for salary reform to resolve the staff reduction policy.
As for civil servants in public service units with part of regular expenditures guaranteed by the state budget and public service units with regular expenditures guaranteed by the state budget, the funding source for policy settlement is provided by the state budget.
For those working under labor contracts, Decree 154 clearly stipulates.
For those working under labor contracts in administrative agencies, the cost of resolving staff streamlining policies is taken from the regular budget of the agency or organization.
For those working under labor contracts in public service units, the policy settlement fund is taken from regular funding or from the unit's career revenue.
For cadres, civil servants, public employees and people working under labor contracts in agencies, organizations and units with operating funding sources according to resolutions, decisions and other documents of competent authorities, the policy settlement fund is taken from operating funding sources according to regulations in resolutions, decisions and other documents of competent authorities (if any)...
