Bringing public services closer to the people
After 2 months of operation, all 135 communes and wards have completed the arrangement of personnel, equipment and working headquarters for the Public Administration Service Center.
Training, fostering and guiding commune-level cadres and civil servants is focused on. Regime and policies for cadres, civil servants, public employees, and workers who quit their jobs due to administrative unit arrangement are fully implemented according to regulations.
From July 1 to now, the whole province has received more than 192,000 records, of which more than 52,000 records have been issued to provinces and more than 140,000 records have been issued to communes. More than 175,000 records have been resolved and returned results on time or ahead of schedule, the rest are pending processing.
In Canh Vinh commune - a locality with an area of nearly 260km2, complex terrain with many remote villages, the People's Committee of the commune has opened an additional reception and return point in Hien Dong village (headquarters of the People's Committee of the old Canh Hien commune) to serve the people of 8 villages. At the same time, a support team was established in Canh Tien village, about 35km from the Commune Administrative Service Center, to help people carry out procedures more conveniently.
Mr. Duong Hiep Hoa - Chairman of Canh Vinh Commune People's Committee - said that the operation of the 2-level government model in the locality is basically stable, but there are still some small problems.
"Due to the difficult terrain, the commune has proactively opened more points to receive procedures so that people, especially ethnic minorities, do not have to go far. However, the province currently does not have specific mechanisms and instructions on connecting the system between the main and secondary points, so commune officials must travel directly to receive and return documents.
In the long term, the commune will propose to the province to allow post office staff to support the reception and return of documents, and move towards handling procedures to take them to the people's homes," said Mr. Hoa.

Along with the achieved results, Gia Lai province is focusing on solving common difficulties at the commune level such as: Shortage of cadres; facilities, working equipment and public housing are not guaranteed; the general planning has not been updated after the merger; degraded transportation, irrigation infrastructure, domestic water supply but has not been invested in for repairs...
Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan said that the province has grasped the difficulties of the facility and is developing a solution. In the immediate future, the province has allocated funds to communes and wards to supplement equipment, upgrade and repair facilities.
The province has planned to second provincial-level cadres and civil servants to support the commune level, directly "hand in hand with the work" in the first phase. Cadres and civil servants in the land and finance sectors will support localities from 3-6 months; in the information technology sector, support will be from 1-2 weeks.
"Cadres and civil servants at the commune level need to proactively learn and gain experience to improve their capacity. After a period of training, the locality must have a team of local human resources with sufficient qualifications to carry out independent tasks, Mr. Pham Anh Tuan directed.
After nearly 2 months of implementing the new model, Gia Lai Provincial Party Secretary Ho Quoc Dung acknowledged the dynamism, creativity and efficiency in directing and operating in localities. In particular, the Provincial Public Administration Service Center is always in the leading group nationwide in terms of the index of service for people and businesses.
To continue supporting the grassroots, the Provincial Party Committee Standing Committee has allocated 250 billion VND to support 135 communes and wards to invest in equipment and complete information technology infrastructure.
