Bringing Vietnam - Russia relations to new heights

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and Chairman of the Russian State Duma acknowledged the positive results of Vietnam-Russia relations.

On the morning of September 29, General Secretary To Lam received Chairman of the National Assembly Duma of the Russian Federation Vyacheslav Volodin during an official visit to Vietnam. Also attending was Politburo member and National Assembly Chairman Tran Thanh Man.

General Secretary To Lam highly appreciated the positive results of inter-parliamentary cooperation in recent times, suggesting that the Russian State Duma continue to closely coordinate with the National Assembly of Vietnam and the Russian Federation Council to continuously strengthen cooperation on the parliamentary channel, actively contributing to the development in various fields of relations between the two countries.

The two sides acknowledged the positive results of bilateral cooperation in the fields of economy - trade, energy - oil and gas, national defense - security.

General Secretary To Lam and Chairman of the Russian National Assembly Duma Volodin affirmed the good tradition of cooperation in the fields of education - training, science - technology - engineering and health; affirmed the determination to bring cooperation in these fields to new heights with joint cooperation projects to maximize the potential and development requirements of the two countries.

President Luong Cuong affirmed that the visit contributes to creating new momentum for the Vietnam - Russia Comprehensive Strategic Partnership.

The two sides agreed that this event took place in the context of the two countries celebrating many major milestones, contributing to strengthening political trust and opening up new directions in bilateral cooperation.

President Luong Cuong emphasized that strengthening and developing relations with Russia is always a top strategic priority in Vietnam's foreign policy, and suggested that the Chairman of the Russian State Duma and the National Assembly of Vietnam support and promote the implementation of agreements reached between the two countries' senior leaders, urge and create a favorable legal framework to bring Vietnam - Russia relations to new heights, substantially and effectively in all fields.

The Chairman of the Russian State Duma said that it is necessary to further promote the role of the Inter-Parliamentary Cooperation Committee and Friendship groups of Parliamentarians, affirming that the Russian State Duma supports the two sides in economic - trade, energy - oil and gas cooperation and education - training.

Also on the morning of September 29, Politburo member and Prime Minister Pham Minh Chinh met with Chairman of the National Duma Vyacheslav Volodin.

Prime Minister Pham Minh Chinh highly appreciated the role of the Russian State Duma in perfecting the legal framework, facilitating the implementation of high-level agreements, supporting the implementation of specific cooperation programs, plans and projects; suggested that the two sides should resolutely implement the agreements reached, especially the Joint Statement between General Secretary To Lam and President Putin.

The Chairman of the Russian State Duma affirmed that the Russian National Assembly will continue to closely coordinate with the Vietnamese National Assembly in building and perfecting a legal framework for bilateral cooperation, especially in the fields of economy - trade, energy, education - training.

In order to strive to increase bilateral turnover to 15 billion USD, the two leaders agreed to continue to seek solutions to further open up markets for each other's goods; effectively take advantage of the Vietnam - Europe Free Trade Agreement; at the same time, promote cooperation in the field of energy - oil and gas and create favorable conditions for oil and gas groups of the two countries to cooperate in the perimeter of Vietnam and on Russian territory.

Prime Minister Pham Minh Chinh expressed his gratitude and suggested that the Russian side continue to create favorable conditions for the Vietnamese community to live, work and study in Russia.
