On the afternoon of September 28, 2025, at the National Assembly House, after the official welcoming ceremony, Politburo member and National Assembly Chairman Tran Thanh Man and Chairman of the Russian State Duma Vyacheslav Volodin held talks.
Affirming that Vietnam always attaches importance to the traditional friendship and comprehensive strategic partnership with the Russian Federation, National Assembly Chairman Tran Thanh Man expressed his delight at the positive progress in the relationship between the two countries in all fields over the past year; suggested that the Russian State Duma strengthen cooperation and coordination with the Vietnamese National Assembly, especially sharing experiences in implementing the "Smart National Assembly" initiative, perfecting the legal basis, supporting and assisting agencies and organizations of the two countries to remove difficulties and obstacles, promoting cooperation between the two countries in all fields, especially in economy - trade, investment, energy, science - technology, education - training, culture and people-to-people exchange...
Chairman of the Russian National Assembly Duma Volodin affirmed that he personally and the Russian National Duma always support the promotion of all-faceted cooperation with Vietnam, and are ready to work with the Vietnamese National Assembly to support the two countries in continuously expanding new cooperation mechanisms and directions.
National Assembly Chairman Tran Thanh Man and Chairman of the Russian State Duma Volodin acknowledged the important role of the Inter-Parliamentary Committee's cooperation mechanism in supervising, urging and supporting the Government in effectively implementing high-level agreements and commitments, especially the contents of the Declaration on major orientations of the Vietnam - Russia Comprehensive Strategic Partnership in the new cooperation period approved within the framework of President Putin's State visit to Vietnam and General Secretary To Lam's visit to Russia.
Accordingly, the two sides expressed their willingness to coordinate more closely to continue opening up cooperation in the fields of economy - trade, investment, including the effective implementation of the Free Trade Agreement between Vietnam and the ASEAN-EU.
The two sides acknowledged the positive results achieved in the field of energy - oil and gas, as well as in promoting cooperation in building a nuclear power plant in Vietnam.
National Assembly Chairman Tran Thanh Man thanked the Russian National Assembly's National Duma for quickly ratifying agreements on oil and gas exploration and exploitation cooperation in Vietnam and Russia signed by both sides during General Secretary To Lam's visit to the Russian Federation.
National Assembly Chairman Tran Thanh Man and Chairman of the Russian National Assembly Duma V. Volodin also agreed to deepen cooperation in the fields of humanity and cooperation in education and training, including Russia's training for Vietnam in occupations that Russia has strengths and Vietnam has a need for, teaching Vietnamese in Russia and Russian in Vietnam.
Regarding cooperation on the parliamentary channel, the two sides agreed to support the specialized agencies of the two countries to continue to expand and deepen and diversify forms of contact to promptly exchange information and experience in legislative activities.
On this occasion, National Assembly Chairman Tran Thanh Man suggested that the National Assembly Duma of Russia and the National Assembly of Vietnam create a legal basis and create conditions for the Vietnamese community in Russia and the Russian community in Vietnam to live, study and do business in each country.
