On August 25, during the working trip of Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu to Singapore, Vietnam and Singapore issued a joint statement on the technology connection strategy.
Accordingly, based on the Action Program to implement the Comprehensive Strategic Partnership between Vietnam and Singapore, signed on October 28, 2025, the two countries reaffirmed common interests and committed to deepening cooperation in the fields of science and technology, innovation, connectivity and digital economy. The two sides agreed on a common vision: to make Vietnam and Singapore a leading strategic technology partner in Southeast Asia, in which the two countries become more technologically resilient through cooperation and connectivity.
The two countries recognized that these are important drivers promoting sustainable and mutually beneficial growth, in line with each country's national development strategy. The two countries acknowledged the role of science, technology and innovation in promoting economic growth, improving industrial competitiveness and supporting sustainable development. The two sides agreed on the importance of promoting and strengthening the exchange of knowledge, experience, technical expertise and good practices between government agencies, the business community and academia; and wished to study cooperation in areas of mutual interest, including data economy, advanced manufacturing, semiconductors, biotechnology, quantum technology and other emerging technologies.
To achieve this goal, the two countries agreed to continue to study and promote cooperation, joint creation, joint research and joint development, towards building a regional-level innovation ecosystem where businesses, universities and research institutes connect, jointly innovate and jointly develop.
Recognizing the strong transformation potential of digital technology and artificial intelligence (AI) in promoting innovation, improving productivity and sustainable economic growth for businesses and people, Vietnam and Singapore agreed to deepen cooperation in developing, deploying and using AI systems safely and responsibly, referring to regional guidelines such as the ASEAN Guidelines on AI Governance and Ethics. The two sides emphasized that the development of high-quality human resources is the foundation of sustainable technology connectivity.
The two sides wish to promote these corresponding strengths by facilitating reliable data exchange between organizations to accelerate the process of testing, application and commercialization of research results. In that spirit, the two sides will promote data-based innovation, encourage the responsible use and rotation of cross-border data through the implementation of the ASEAN Model Contracts (MCCs) in the ASEAN Framework.
The two sides reaffirmed their support for ASEAN's efforts to promote regional digital economic integration, including the development of the ASEAN Digital Economy Framework Agreement (DEFA). The two sides acknowledged the potential of the ASEAN Digital Economy Framework Agreement in facilitating reliable digital trade, improving interoperability, strengthening digital connectivity and creating new opportunities for businesses and people in the region.
The two sides reaffirmed the success of VSIP as a symbol of bilateral economic cooperation, and at the same time wished to promote the development of "VSIP 2.0", integrating smart technology, advanced production and sustainable and green systems to attract more investment.
This orientation is promoted through the signing of a Memorandum of Understanding (MOU) between the Center for Advanced Technology and Reproduction under the Singapore Agency for Science, Technology and Research (A*STAR ARTC) and Becamex on the establishment of the Vietnam Center for Advanced Production Research (VAMRC), during the State visit to Singapore by General Secretary and President of Vietnam To Lam, in May 2026.
