The conference was attended by Mr. Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics; Secretaries of the Provincial Party Committee and City Party Committees of Quang Ninh, Hai Phong, Lang Son, Cao Bang, and Ha Giang localities.
On the Chinese side, there was Mr. Tran Cuong, member of the Central Executive Committee, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the Congress of the People's Representatives of the Guangxi Zhuang Autonomous Region.
The Early Spring Meeting Program is an important diplomatic activity, held annually to concretize the common perception of the leaders of the Party and State of Vietnam and China.
The early spring meeting in 2025 is even more meaningful when marking the beginning of the "Vietnam - China Humanitarian Exchange Year", celebrating the 75th anniversary of the establishment of diplomatic relations between the two countries (1950 - 2025).
At the conference, delegates evaluated the outstanding cooperation results in 2024, emphasizing foreign exchange activities, border management coordination, promotion of trade, tourism, transportation, education and health.
The border localities of the two countries have closely coordinated in implementing bilateral cooperation mechanisms, creating favorable conditions for import-export activities, contributing to the socio-economic development of border areas.

In a friendly atmosphere, the Secretaries of the Provincial Party Committees of Quang Ninh, Ha Giang, Cao Bang, Lang Son (Vietnam) and the Secretaries of the Quangxi Zhuang Autonomous Region (China) affirmed that they will continue to cooperate closely, towards the common goal of building a peaceful, stable, developed border and bringing practical benefits to the people of the two countries.
Speaking at the program, Mr. Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, highly appreciated the effectiveness of the Early Spring Meeting mechanism in enhancing cooperation between localities of the two countries.
Mr. Thang emphasized the need to further expand friendly exchange activities, enhance traffic infrastructure connectivity, and develop trade and investment. In particular, the two sides need to promote cooperation in high-tech fields such as artificial intelligence, big data, cybersecurity and semiconductor chip manufacturing.
Speaking at the conference, Mr. Vu Dai Thang, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, affirmed: The spirit of "4 good neighbors, good friends, good comrades, good partners) and the motto "16 golden words" (friendly neighbors, comprehensive cooperation, long-term stability, towards the future) will continue to be an important foundation to elevate the cooperative relationship between the two countries' localities.
The Secretary of the Quang Ninh Provincial Party Committee proposed promoting cooperation in many fields, especially trade, investment, tourism, logistics, upgrading the border gate system and developing a smart border gate model.
On the Chinese side, Secretary of the Quang Tay Ethnic Minorities Area Party Committee Tran Cuong affirmed that Quang Tay always attaches importance to cooperative relations with Vietnam's border provinces and will continue to coordinate with Vietnam's provinces to remove difficulties, promote customs clearance, expand cooperation in the fields of economy - trade, education, health and people-to-people exchange.
Based on the exchange and agreement, the Provincial Party Secretaries of Quang Ninh, Ha Giang, Cao Bang, Lang Son provinces (Vietnam) and Guangxi Zhuang Autonomous Region (China) signed a Minutes of talks on further strengthening the comprehensive strategic cooperative partnership, promoting the building of a Vietnam - China Community of Shared Future of strategic significance.
