The National Assembly has passed the Law on Civil Status (amended), this Law takes effect from March 1, 2027 and stipulates civil status, civil status registration, civil status database and state management of civil status.
The Law clearly states that civil status papers are legal documents issued by competent state agencies when resolving administrative procedures in the field of civil status, including Birth Certificates, Marriage Certificates, Death Certificates, civil status confirmation documents;
The civil status database is a collection of electronic civil status data of individuals arranged and organized for access, exploitation, sharing, management and updates through electronic means, with continuity.
This law also clearly stipulates that civil status papers, civil status information in the civil status book, and the civil status database are the basis for adjusting information in other personal papers and records.
Birth registration information is the original civil status information of the individual. All records, papers, and information in other personal databases containing information about surname, middle name, name; date, month, year of birth; place of birth; gender; ethnicity; nationality; personal identification number; hometown; parents-child relationship must be consistent with the person's birth registration information.
In case the content in the personal records, documents, and other databases does not match the birth information, the head of the agency or organization managing the records, database, and issuing documents is responsible for proactively coordinating with the civil status registration agency and civil status management agency to check, adjust, and ensure accurate information.
Electronic civil status data includes electronic copies of civil status documents, data in the Civil Status Database that meets the provisions of law on electronic transactions, and is as valuable as paper civil status documents when carrying out administrative procedures and other transactions.
