Speaking to Lao Dong Newspaper, a representative of the Ninh Binh Provincial Department of Home Affairs said that for cadres, civil servants, and public employees of the advisory and support agencies of grassroots party committees, in the immediate future, arrange, arrange, and use the current payroll numbers of district-level party committees and commune, ward, and town party committees.
For cadres, civil servants and public employees (commune -level local government blocks), transferring 100% of the existing district -level payrolls to arrange commune -level payrolls, in which the leadership and management staff of the current district -level political system are arranged as the core at new grassroots units. At the same time, it is possible to strengthen provincial cadres, civil servants and officials to the commune.
"In the immediate future, the number of officials, public servants and officials of the district and commune levels is available to arrange working at the commune level and perform the review and streamlining of the payroll associated with the restructuring, improving the quality of the team that meets the task requirements, ensuring that within the 5 -year period in accordance with the Government's regulations" - the representative of the Department of Home Affairs of Ninh Binh Province said.
Also according to the representative of the Ninh Binh Provincial Department of Home Affairs, for those who are currently non-professional workers at the commune level, from August 1, 2025, their use will be terminated. Local authorities should consider and arrange and assign part-time workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implement the regime and policies for cases that are not assigned work according to regulations.
District and commune-level cadres, civil servants and public employees, when assigned to leadership and management positions at new commune-level administrative units, will continue to receive current leadership position allowances for a period of 6 months from the date of the decision. Then implement according to the new regulations of the Government.
In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune-level administrative unit, the leadership position allowance level has not been temporarily applied and will be implemented when there are regulations by the Government on the leadership and management position allowance coefficient.
In case cadres, civil servants, public employees, and workers have a voluntary application for early retirement or quit their jobs during the arrangement process, the competent agency, organization, or unit shall review, evaluate, and implement policies and regimes according to current regulations of the Government, ensuring the retention of people with outstanding abilities, meeting the requirements of the task.
"For cadres and civil servants at the district and commune levels, they do not meet the standards and conditions to be arranged to take on job positions at the new commune level, they will settle the regimes and policies according to the current regulations of the Government and leave the job" - representatives of the Department of Home Affairs of Ninh Binh Province emphasized.
