According to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense has just received a petition from voters in Thai Binh province sent by the Petition Committee.
Accordingly, voters in Thai Binh province reflected that currently, many veterans who are soldiers participating in the resistance war against the US to save the country and have been demobilized or discharged from the army for less than 15 years are only entitled to a one-time subsidy calculated based on the number of years of actual service in the army, and have not yet received a monthly subsidy.
The Ministry of National Defense also received a petition from voters of Vinh Long province sent by the Petition Committee.
Voters in Vinh Long province recommended that it is necessary to consider cases that are recognized under Decision No. 290/2005/QD-TTg dated November 8, 2005 on regimes and policies for subjects directly participating in the resistance war against the US to save the country to receive monthly allowances.
Responding to the above proposal, the Ministry of National Defense said that the regulation on subjects and conditions to receive one-time allowances or monthly allowances for people participating in resistance wars, war crimes to protect the Fatherland and performing international duties in general and according to the provisions of Decision No. 290/2005/QD-TTg dated November 8, 2005 of the Prime Minister in particular, has been carefully studied by ministries and branches, reported to the Government Party Committee to submit to the Politburo for policy, the Prime Minister to issue a decision to implement, in accordance with the country's socio-economic conditions and the State's ability to ensure the State budget. At the same time, balance with the issued regimes and policies.
Therefore, according to the Ministry of National Defense, the proposal for cases recognized under Decision No. 290/2005/QD-TTg to receive monthly allowances will create inadequacies for other subjects who have received one-time allowances in Decisions No. 47/2002/QD-TTg dated April 11, 2002, Decision No. 142/2008/QD-TTg dated October 27, 2008, Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister.
At the same time, it creates inadequacies among subjects with actual service in the Army of less than 15 years and more than 15 years.
On the other hand, to ensure social security, on June 29, 2024, at the 7th Session, the 15th National Assembly passed the Law on Social Insurance 2024, effective from July 1, 2025. Accordingly, the Law has added subjects and conditions for enjoying social pension benefits guaranteed by the State budget.
Cases falling under poor households, near-poor households from 70 years old to under 75 years old and cases from 75 years old and above, if they do not have a pension or monthly social insurance allowance, will receive social pension allowance according to Government regulations.
