On March 24, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense has just received a petition from voters in Bac Kan province requesting to consider regulating the subjects who are soldiers (veterans) who have participated in the resistance war against France and the US to receive monthly allowances.
Previously, the Ministry of National Defense also received a petition from voters in Binh Dinh province on a monthly subsidy regime for people participating in the resistance war against the US who have received a one-time subsidy.
Voters in Binh Dinh province recommended that the Government consider the regime for subjects who directly participated in the fight during the resistance war against the US to save the country and were entitled to a one-time subsidy regime, but the level of support at that time was too low, hoping for a monthly policy.
Responding to these recommendations, the Ministry of National Defense said that in recent years, along with the socio-economic development of the country, the Party and State have paid attention to issuing many regimes and policies on treatment for those participating in resistance wars, war crimes to protect the Fatherland and performing international duties.
The regulation of subjects and conditions for receiving monthly allowances or one-time allowances for the above subjects has been carefully studied by ministries and branches, reported to the Government Party Committee to submit to the Politburo for approval, the Prime Minister to issue a Decision to implement the regime and policies; in accordance with the nature and characteristics of the resistance war, the war to protect the Fatherland and the country's economic conditions, and in general balance with the issued regimes and policies.
Therefore, the proposal to consider the subjects who are soldiers (veterans) participating in the resistance war against France and the US to save the country and receive monthly subsidies will create inadequacies for other subjects who have received one-time subsidies in Decision No. 47/2002/QD-TTg; Decision No. 290/2005/QD-TTg; Decision No. 142/2008/QD-TTg; Decision No. 62/2011/QD-TTg of the Prime Minister.
At the same time, it creates inadequacies among subjects with actual service in the Army of less than 15 years and more than 15 years.
On the other hand, to ensure social security, on June 29, 2024, at the 7th Session, the 15th National Assembly passed the Law on Social Insurance 2024, effective from July 1, 2025.
Accordingly, the Law has added the subjects and conditions for enjoying social pension benefits guaranteed by the State budget; in which, cases falling under the category of poor households, near-poor households with 70 years old to under 75 years old and cases with 75 years old or older if they do not have a pension or monthly social insurance benefits will receive social pension benefits according to Government regulations.
