The People's Committee of Hai Phong City decided to reorganize public service units under the Department of Health (after receiving them from the Department of Labor - Invalids and Social Affairs). Reorganize Hoa Phuong Orphanage into the Hoa Phuong Center for Social Work and Children's Protection on the basis of receiving social protection tasks for children infected with HIV/AIDS without shelter, minors without a stable place to live and vagrants (from Thanh Xuan Social Labor School) and social work tasks for children, child protection funds (from the Center for Social Work and Children's Protection Fund).
Reorganize the Social Protection Nutrition Center on the basis of receiving social work tasks (excluding children) from the Social Work Center and the Children's Protection Fund.
The city also decided to dissolve Thanh Xuan Social Labor School (established under the Decision No. 296/QD-TCCQ dated 4.5.1999 of the City People's Committee), the Center for Social Work and Children Support Fund (established under Decision No. 2656/QD-UBND dated August 17, 2022 of the City People's Committee). The time limit for completion of the dissolution, termination of operation and recovery of seals as prescribed from June 30, 2025 (after transferring tasks to other public non -business units under the Department of Health).
The units that handed over and receiving existing human resources, accompanied by a non -business payroll assigned by competent authorities, ensuring that the job position is associated with the functions and tasks of transferring from the School of Social Labor, Thanh Xuan and the Center for Social Work and Children Support Fund to other non -business units under the Department of Health. In particular, Hoa Phuong Children's Social Work and Children Center received 8 officials from the Center for Social Work and Child Protection Fund and 67 officials from Thanh Xuan Social Labor School. The Center for Social Protection Receive 9 officials from the Center for Social Work and Children Support Fund and 9 officials from Thanh Xuan Social Labor School. The Nursing Center of Psychiatrists receives 3 officials from Thanh Xuan Social Labor School.
Regarding the headquarters of houses, land, Hoa Phuong orphanage village receives the status quo of facilities and land under the management and use of the Center for Social Work and Children Support Fund, Thanh Xuan Social Labor School (including legal clear land and other types of land under the management or management responsibility of the Center for Social Work and Child Protection Fund). After handing over and receiving, the Center for Social Work and Child Protection of Hoa Phuong (Huang and Orphanage village before reorganizing) is responsible for declaring and reporting to arrange and handle as prescribed.
