The theme of the Congress is: "Building a clean and strong Government Party Committee; solidarity, exemplary leadership in science, technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, being rich, prosperous, civilized, and happy".
The Congress motto is: "Solidarity, discipline - Democracy, innovation - Breakthrough in development - Near the people for the people".
Assessing the results of implementing the tasks of the 2020-2024 term, including Party building work, Standing Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh said that Party building work in politics, ideology and ethics has been strengthened, with many innovations.
The work of organizing and rectifying the Party has received special attention and been implemented comprehensively and synchronously, as one of the strategic breakthroughs of the Party Committee, especially the continued implementation of the 4th Central Resolutions of the 11th and 12th terms; the quality of the Party organization and Party members has been improved; the work of cadres and the management of cadres has been implemented in accordance with regulations, with many innovations.
The Government Party Committee has focused on leading and directing the strict implementation of Resolution No. 18-NQ/TW, Resolutions and Conclusions of the Central Committee and the Politburo on streamlining the apparatus of the political system to be effective, efficient and efficient. Timely direct and guide the implementation of policies on organizational arrangement, merger, consolidation, transfer and reception of party organizations and party members.
Immediately after the Government Party Committee was established, the Government Party Committee urgently and drastically led and directed the implementation of the "revolution" in arranging and perfecting the apparatus, with a breakthrough, streamlining approach in internal organization and implementing the 2-level local government organization model, ensuring synchronization, smoothness, and efficiency associated with promoting decentralization and delegation of power; gradually shifting from the management administration to serving the people.
After the arrangement, the Government reduced 5 ministries and 3 ministerial-level agencies (there are still 17 ministries, ministerial-level agencies, 5 agencies under the Government); reduced all 30 general departments, 4,118 departments, branches and equivalents, 240 public service units under ministries; completed the organization of local government at 2 levels. Through the restructuring of the apparatus, 145,000 positions have been reduced, saving 39,000 billion VND per year to invest in social security.
Mr. Nguyen Hoa Binh also said that inspection and supervision work has been strengthened in conjunction with promoting the fight against corruption, waste and negativity; inspection has focused and key points; supervision has been expanded.
During the term, Party committees and Party organizations at all levels inspected and supervised 24,638 Party organizations and 141,806 Party members. Through the inspection, the violating party organizations and individuals were strictly handled; the Party's discipline and order were promoted.
The work of preventing and combating corruption, waste and negativity has been directed and organized to be implemented resolutely and comprehensively with high determination.
During his term, over 784,000 inspections were conducted. Thereby, it has recommended recovering over VND 424,000 billion (up 86.6% over the same period last year); transferring 1,762 cases (up 258.8% over the same period last year) to the investigation agency), 1,266 subjects (up 80.6% over the same period last year).
