Accordingly, the Central Party Committee of the Public Security - Ministry of Public Security held a ceremony to announce the decision to promote the rank of general of the People's Public Security to Mr. Nguyen Quang Vinh - Director of Cao Bang Provincial Police.
Major General Nguyen Quang Vinh was born in 1976, hometown Ninh Binh province, holding the position of Director of Cao Bang Provincial Police from June 2025.
Previously, he held many important positions in the People's Public Security force such as Deputy Director, Secretary of the Ministry of Public Security, Director of Bac Giang Provincial Police; and has worked at the district, provincial and local levels and the Ministry of Public Security.
He is also a well-trained cadre, matured from the grassroots, always upholding a sense of responsibility, completing assigned tasks well, contributing to maintaining security, order and social safety in the locality.
On the same day, Director of Dien Bien Provincial Police Vu Van Dau was also awarded the decision to promote his rank from Colonel to Major General.
Major General Vu Van Dau officially took on the position of Director of Dien Bien Provincial Police from June 9, 2025, according to Decision 4761/QD-BCA of the Minister of Public Security.
Major General Vu Van Dau was born in 1976, hometown Tien Hai district, Thai Binh province (old). Before being appointed as Director of Quang Tri Provincial Police (old), Major General Dau held the following positions: Deputy Director of Bac Giang Provincial Police (20 2020), Deputy Director of the Department of Investigation Police on Social Order Crimes (2022). In January 2025, he was transferred and appointed to the position of Director of Quang Tri Provincial Police.
