The Prime Minister requested to promote and strengthen supervision and control of weak credit institutions under special control, and definitively handle weak banks.

The Government Office has just issued Notice No. 428/TB-VPCP concluding of Politburo Member, Prime Minister Le Minh Hung at the working session with the State Bank of Vietnam and the system of credit institutions.

Regarding interest rates, in the coming time, the Prime Minister requests to continue to maintain and proactively and flexibly regulate appropriate operating interest rates and strengthen liquidity supply to the market, supporting credit institutions to access capital sources at reasonable costs.

Direct credit institutions to continue to reduce costs, stabilize the general level of interest rates, reduce lending interest rates; take measures to handle according to their authority and in accordance with regulations for credit institutions that do not comply with the direction of the State Bank of Vietnam.

Urgently complete the Project to continue modernizing the banking system, handle weak credit institutions, and enhance access to capital for businesses, especially small and medium-sized enterprises, to be completed in August 2026, including supplementing research to propose completing the legal framework on the model of commercial banks and investment banks.

Promote strengthening supervision and control of weak credit institutions under special control, and definitively handle weak banks. Coordinate with the Ministry of Justice, the Ministry of Public Security, the Supreme People's Court, and the Supreme People's Procuracy to accelerate the progress of implementing the SCB Bank's collateral handling plan.

Strengthen the effectiveness and efficiency of inspection, examination, and supervision of the operations of credit institutions and anti-money laundering; strengthen early warning and early supervision, from afar, before consequences arise.

Proactively coordinate with functional agencies to assess, identify, warn, and have plans to proactively overcome and strictly handle violations in banking operations, ensuring system safety, especially in terms of ownership, credit granting, loan management, compliance with operating safety regulations, not allowing accumulation into major violations, spreading effects, affecting system safety.

Proactively coordinate with associations and commercial banks to have strong messages and communication to society, businesses and people about the determination to stabilize the general level of interest rates, reduce costs to reduce lending interest rates.

The Ministry of Finance shall preside over and coordinate with the State Bank of Vietnam and relevant agencies to continue to effectively implement policies on exemption, reduction, extension of taxes, fees, charges, and land rent in 2026, the issue of VAT refunds to support people and businesses; simplify procedures on taxes and customs; strengthen supervision, urging, promoting, and accelerating the disbursement of public investment capital, ensuring 100% of the 2026 estimate is completed.

Focus on effectively implementing solutions to develop the capital market, stock market, and corporate bond market.

Coordinate with ministries, agencies, and localities to urgently complete the plan to continue to promote the arrangement, equitization, and divestment of state-owned enterprises associated with listing to increase goods on the stock market.
