Government requests restructuring of commune-level cadres, civil servants, and public employees

Ministries, branches, and localities continue to restructure the contingent of cadres, civil servants, and public employees according to job positions, implementation capacity and practical requirements.

In Resolution No. 221/NQ-CP, the Government directs the arrangement and streamlining of the internal apparatus of ministries and ministerial-level agencies and the arrangement and reorganization of the network of public non-business units, educational institutions, health facilities, schools, and hospitals.

The Government requests ministries, ministerial-level agencies, and People's Committees of provinces and cities to continue to improve the quality of the contingent of cadres, civil servants, and public employees, especially at the commune level; restructure the contingent according to job positions, implementation capacity and practical requirements.

Innovate cadre evaluation according to products and output results; strictly implement the principle of "there is input, there is output, there is up, there is down"; resolutely overcome the situation of avoidance and shirking responsibility.

At the same time, there should be a mechanism to detect, attract, and value talents, experts, and civil servants with in-depth expertise; effectively implement the National Strategy on Talent associated with the public-private sector linkage mechanism (regularly implemented).

People's Committees of provinces and centrally-run cities focus on reviewing and prioritizing the assignment of cadres and civil servants with capacity and in-depth expertise to take on key positions, directly serving the people.

Strengthen internal self-training and fostering; take the results of fostering and capacity building as an important criterion in evaluating and using cadres, civil servants, and public employees; take output products and work resolution efficiency as a core measure.

Applying data-based management methods, quantifying work to determine actual staffing needs; shifting from managing the number of staff to managing the quality and efficiency of public service performance (regularly implemented).

Over the past time, many localities have proactively innovated cadre work in the direction of linking it to practical requirements, taking implementation efficiency as a goal, considering consolidating, training and arranging the right people for the right jobs as an important solution to improve the quality of serving the people.

The Standing Committee of Bac Ninh Provincial Party Committee has issued Resolution No. 58-NQ/TU on improving the quality of commune and ward cadres to meet the requirements of tasks in the new period.

Resolution No. 58-NQ/TU sets out the general goal of building a team of commune and ward officials with political bravery, moral qualities, discipline, responsibility and serving the people; with high implementation capacity, rapid adaptation to digital transformation and effective handling of development issues.

The specific goal is that by 2030, the contingent of cadres will be standardized according to title and job position standards; more than 90% of key commune-level cadres are capable of effectively solving complex issues at the grassroots level; focusing on creating a source of female cadres and young cadres; implementing the rotation, transfer, and assignment of cadres with expertise in key areas.

In Ho Chi Minh City, the City People's Committee has issued documents directing departments, branches, and localities to implement the plan of the Standing Committee of the City Party Committee and the Standing Committee of the Party Committee of the City People's Committee on overcoming shortcomings and limitations in the organization and operation of agencies and units after operating the local government at 2 levels.

Accordingly, the City People's Committee directed the Department of Home Affairs to preside over and coordinate with relevant agencies, units and People's Committees of wards, communes, and special zones to review the team of commune-level officials. From there, continue to strengthen civil servants with in-depth expertise and work experience from departments and branches of the city to the commune level for support.

The city requests civil servants to strengthen guidance and "hold hands and guide" for commune-level officials in important fields directly related to people's lives such as: Health, education, land, planning, internal affairs, environment, science and technology.
