Exam cheating and school violence are not just about ethics

National Assembly Chairman Tran Thanh Man said that it is necessary to recognize school violence and exam cheating as violations of the law, rather than just moral issues.

Building a digital ecosystem, bringing the law closer to the people

Politburo Member, National Assembly Chairman Tran Thanh Man emphasized the above viewpoint when discussing in groups about the draft Law on Dissemination and Education of Laws (amended), August 4.

Affirming that this is an extremely important law in the current period, when the National Assembly is making efforts to improve the institution, the National Assembly Chairman said that the important thing is how to make the work of disseminating and educating the law no longer formalistic and trivial, but truly become a driving force for building a culture of respecting the law.

To do that, the requirement is to continue to innovate thinking in law-making. The law needs to focus on regulating issues that are principled, stable, and long-term; specific and frequently changing contents that need to be assigned to the Government and competent agencies to regulate.

Along with that, it is necessary to promote digital transformation in legal dissemination and education; avoid mechanical digitization, towards multi-dimensional interaction.

The National Assembly Chairwoman suggested that it is possible to integrate into digital tools, artificial intelligence systems and automatic legal assistants. Through these tools, people can learn and be answered basic legal issues continuously 24 hours a day, seven days a week, thereby making access to and use of law more convenient.

Besides the team of propagandists, it is necessary to strongly promote the role of cultural institutions at the grassroots level, village elders, village chiefs, reputable people, clans and self-management models in the community.

Referring to the violations in recent exams, the National Assembly Chairwoman noted that some violations should not only be viewed from a moral perspective. When the law has regulations but still intentionally violates, it is necessary to clearly identify that it is a violation of the law.

For example, acts of exam cheating, school violence and other violations in schools need to be fully identified from a legal perspective. Dissemination and legal education must help each person understand the limits of their actions, legal consequences and responsibilities.

Proposal for people to have free access to legal data

Contributing to the draft, Delegate Nguyen Vu Trung, Delegation of National Assembly Deputies of Ho Chi Minh City, said that it is necessary to focus on shifting thinking from disseminating laws to managing law compliance.

According to the delegate, in addition to propaganda and dissemination, people need to be equipped with the ability to access and use the law, know how to protect their legitimate rights and interests and prevent legal risks. Therefore, it is necessary to supplement the content of forming the ability to access and use the law and building a culture of law use right in the draft.

The delegate also proposed to supplement regulations on rights, obligations and skills to access and use the law because "knowing the law does not mean automatically complying with the law; people need to be equipped with skills to understand and apply the law in practice" - delegate Nguyen Vu Trung explained.

In addition, delegates proposed to supplement rights such as: Being able to answer questions about the law; having free access to legal data; being able to use digital platforms to study and learn about the law; having access to legal information in clear and easy-to-understand language.

Regarding the application of artificial intelligence, the delegate proposed to stipulate that the use of AI must ensure transparency of data sources, regular updates, and warnings when information is not sufficiently reliable; and at the same time affirmed that the results provided by AI do not replace official legal opinions and there needs to be a mechanism for inspection, supervision, and determination of responsibility in the implementation process.
