The Ministry of Home Affairs has issued Official Letter No. 4177 guiding the implementation of Decree No. 178/2024 and Decree No. 67/2025 of the Government to promptly resolve policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Accordingly, the Ministry of Home Affairs requests ministries, departments, branches and localities to direct agencies, organizations and units when reviewing and resolving policies and regimes for cadres, civil servants, public employees and workers in the process of reorganizing the apparatus of the political system to streamline the payroll, restructure and improve the quality of cadres, civil servants and public employees of agencies, organizations and units.
Units need to focus on resolving policies for 4 groups of subjects, including the group with less than 5 years to retirement age; the group that does not meet the requirements of the task; the group that does not meet the training level according to the professional and technical standards of the current job position.

In particular, the Ministry of Home Affairs proposes to pay attention to retaining cadres, civil servants and public employees who have been able to work for 10 years or more and have many achievements, contributing to agencies, organizations and units.
The Ministry of Home Affairs also requests ministries, departments, branches and localities to direct agencies, organizations and units when receiving resignation applications from cadres, civil servants, public employees and workers to promptly, quickly and in accordance with regulations.
At the same time, ensure full legitimate rights for cadres, civil servants, public employees, workers and armed forces who quit their jobs due to the reorganization of the apparatus and administrative units according to the provisions of Decree 178/2024, amended and supplemented by Decree 67/2025.
Localities proactively balance and arrange funding sources according to the instructions of the Ministry of Finance to promptly pay policies and regimes for cases where there have been decisions on resignation.
In case of difficulties in funding sources, promptly report to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and decision.
For those who have decided to retire under the regime before June 30, they must urgently complete the payment before June 30.
The Ministry of Home Affairs also proposes to assign the Director of the Department of Organization and Personnel or the Chief of Office (for ministries, departments, branches), the Director of the Department of Home Affairs (for localities) to periodically report on the implementation of policies and regimes every Monday so that the Ministry of Home Affairs can quickly compile weekly progress reports to competent authorities.
At the same time, promptly reflect difficulties and problems arising during the implementation process to the Ministry of Home Affairs for guidance, resolution or synthesis, reporting to competent authorities for consideration and decision.
