On the morning of March 18, continuing the 55th Session, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation.
Presenting the report, Minister of Home Affairs Do Thanh Binh said that the Draft Law is expected to amend and supplement 48/96 articles of the Law on Emulation and Commendation No. 06/2022/QH15.
The amended law will clarify the principle "achievements to where rewards to that point, it is not necessary to be awarded a low level of reward to be awarded a higher level of reward".
This regulation aims to remove administrative barriers, allowing timely rewards, especially for outstanding achievements, without having to wait for the process of accumulating titles sequentially. At the same time, clarifying the principle of only rewarding "one time, one form" for an outstanding achievement or a topic, in order to ensure accuracy and avoid duplication of achievements.

The draft amendment also supplements the principle "Focusing on rewarding individuals and collectives with typical achievements, daring to innovate, having breakthrough solutions that bring practical efficiency for the common good, taking the lead in innovation, digital transformation and application of science and technology".
This is the direct institutionalization of the Party's guidelines in Resolution 57-NQ/TW on breakthrough development of science, technology, innovation and national digital transformation, turning the Law on Emulation and Commendation into an encouragement tool instead of just a recognition tool.
Preliminary appraisal of the draft law, the Standing Committee of the Committee for Culture and Social Affairs agreed with the necessity of promulgating the law.
Regarding the principles of emulation and commendation, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh said that the Standing Committee proposed that the Government clarify the necessity of supplementing this principle, whether supplementing this principle breaks the consistency of the form of accumulated commendation or not.

Regarding the types of commendation, the Standing Committee of the Committee believes that the amendment of regulations on commendation for merit may overlap with commendation for the process of dedication. At the same time, it is proposed not to change the name "Comulation for emulation movements" to "Specialized commendation", but to amend it to "Comulation for emulation movements according to topics" to reflect the true nature of the form of commendation.
Regarding the Emulation and Commendation Fund, Mr. Nguyen Dac Vinh said that the Standing Committee believes that the regulations on the emulation and commendation fund still have different opinions, many issues have not been clarified, because the annual commendation is different, leading to a situation where it is difficult to ensure the stability of the fund, requesting the Government to continue to study.
At the same time, some opinions suggest that expanding the subjects and increasing the number of times considering awarding titles may increase bonuses and management costs, so it is necessary to supplement financial impact assessment in the draft Law dossier.
The draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation is expected to be submitted to the National Assembly at the first session of the 16th National Assembly.
