Mr. Le Gian (1911-2003) real name is To Thu, from Xuan Cau village, Nghia Tru commune, Van Giang district, Hung Yen province. During his revolutionary activities, he took the name Le Gian. He was the head of the Vietnamese Public Security sector from 1946 to 1952, equivalent to today's Minister of Public Security.
According to documents of the To family, he and the revolutionaries To Chan, To Hieu, and To Quang Dau are cousins, all of whom are 4 generations of the Nam Dinh School of the Monk To Ngoc Nu. In 1929, he was admitted to the Indochina Communist Party. During his activities, he was arrested and exiled in Japan in 1941.
After his release, he returned to active activities and was assigned the task of organizing the construction of a base in Viet Bac until 1945. He was the one assigned by Uncle Ho to build Lung Co airport.
After the August Revolution, he was transferred to Hanoi and appointed as Deputy Director of the Department of Forestry of the North. In 1946, the Police Departments and the Fire Department merged into the Vietnam Public Security Department, and he held the position of Deputy Director.
In June 4, 1946 Uncle Ho registered the 100th Command, appointing him as Director of the Public Security Department (later Nha Trung Viet Thanh). As the head of the Public Security sector, he has been active in protecting the government. When the whole country resisted, he was assigned to organize Dinh Hoa Security and protect central agencies.
In 1960 he became Deputy Chief Justice of the Supreme People's Court. He was awarded the Ho Chi Minh Medal, the First Class Independence Medal, the First Class Resistance Medal, and the First Class Military Exploit Medal.

Mr. Bach Thanh Phong (1916-2016) was a revolutionary veteran who operated from the pre-upgrade period. His real name is Bach Van Diem, nickname Cuong Chan, from Van La commune, now Duong Noi ward, Hanoi.
He soon regained his senses and participated in the revolution from the time of the Indochina Democratic Front. In January 3, 1939, he was admitted to the Indochinese Communist Party, and was assigned to many important positions such as Secretary of the Ha Dong Provincial Party Committee (1941-1942), Secretary of the Hanoi Party Committee (late 1942).
