On January 14, speaking at the opening of the 4th Conference, the Executive Committee of the Hanoi City Party Committee (term XVIII), Secretary of the City Party Committee Nguyen Duy Ngoc said that in just a few days, the 14th National Congress of the Party will take place. The Congress is a milestone marking the beginning of a "new era - the era of national rise".
On January 10, General Secretary To Lam and Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man worked with the Standing Committee of the City Party Committee to listen very carefully, exchange deeply and give strategic directions. General Secretary To Lam noted that the Capital must be positioned as a national development creation center, leading and shaping new development models and thinking; maximizing different potentials. Each issue Hanoi solves successfully and effectively will have a great impact on the way of thinking and doing of central and local leadership and management agencies nationwide.
The Secretary of the City Party Committee requested delegates to thoroughly grasp the General Secretary's Conclusion Notice at the working session with the Hanoi City Party Committee to complete the drafts at the highest level before submitting them to appraisal agencies, reporting to the Politburo, Government, and National Assembly for consideration, approval, and approval.
Secretary of the City Party Committee Nguyen Duy Ngoc thoroughly grasped the important contents discussed at the conference.
First, regarding institutions and planning, with 3 major contents: proposing a Resolution to replace Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo; amending the Capital Law in 2024; building a Master Plan of the Capital with a 100-year vision. The three contents on institutions, planning and development models mentioned above have very close organic relationships. This is an important condition for the Capital to realize its development aspirations in the new era, as well as fundamentally and effectively solve 5 major bottlenecks in: urban order, traffic congestion, environmental pollution, waterlogging and food safety and hygiene.
Second, regarding the orientation of innovating the development model and two-digit growth solutions, Secretary of the City Party Committee Nguyen Duy Ngoc noted that to achieve the growth target of over 11% in 2026 and in the period 2026-2030, the mandatory requirement is that the city must innovate the development model.
Third, regarding the policy of investing and implementing a number of investment projects according to Resolution No. 258/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to implement large and important projects in the Capital, Secretary of the City Party Committee Nguyen Duy Ngoc said that the City Party Committee Executive Committee meeting will give opinions on the policy of implementing two specific projects: the Investment Project to build a Complex of Health - Elderly Health Care - Hanoi Medical University in Hoang Mai ward and the Investment Project to build a Digital and Mixed Technology Park in Phu Dien and Tay Tuu wards. The two projects need to apply the urgent mechanism of Resolution 258/2025/QH15 to simplify procedures, early start the project, and pioneer the implementation of Resolution 57-NQ/TW, Resolution 72-NQ/TW of the Politburo.
Fourth, regarding the action plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, Secretary of the City Party Committee Nguyen Duy Ngoc noted that the action plan must aim at the goal that all fields, sectors, and activities must thoroughly grasp and seriously implement Resolution 57-NQ/TW. All production, business, investment, development, and operation of the administrative apparatus and state management activities must be reviewed and adjusted to deeply understand the spirit, viewpoints and objectives of the Resolution.
Fifth, regarding the periodic contents including: Report summarizing Party building work in 2025; directions and tasks for 2026 of the City Party Committee; Report reviewing leadership and direction work in 2025 of the Standing Committee of the City Party Committee; Party financial report for 2025, tasks for 2026 of the City Party Committee, Secretary of the City Party Committee Nguyen Duy Ngoc said that these are important contents and orientations for Party committees at all levels, directly affiliated Party organizations and the entire political system, ensuring synchronous and effective leadership and operation along the 4 axes of Party Committee - People's Council - People's Committee - Fatherland Front throughout from the City to the grassroots level.
