Accordingly, based on the results on the National Public Service Portal in the section "Results of evaluating the People and Business Service Index of ministries, branches and localities", the City People's Committee will publicly announce the results of the People and Business Service Index until October and November 2024 at agencies and units.
The total score of Hanoi in October 2024 was 61.18/100 points (an increase of 4.12 points compared to September 2024), ranking 60/63 provinces and cities.
The total score that Hanoi achieved in November 2024 was 58.69/100 points (down 2.51 points compared to October 2024), ranking 62/63 provinces and cities.

To continue promoting the achieved results and overcome the low achievement criteria, the City People's Committee requests directors, heads of departments, branches, and chairmen of People's Committees of districts, towns, and cities to focus on directing, regularly updating, monitoring, and proactively coordinating with the Ministry and the governing agencies in advising the City People's Committee to announce and publicize administrative procedures under the management authority of the unit within the prescribed time limit. Do not let the situation of delay in announcing and publicizing administrative procedures affect the city's administrative procedure announcement and publicization index.
Based on the list of records that are slow to receive/slow to process, promptly review, determine the cause, and thoroughly handle records that are overdue for receipt and processing; apologize and rectify, strictly handle agencies and units that have harassing and negative behaviors (if any) that create additional administrative procedures, records, documents, and requirements that are not in accordance with regulations or that repeatedly cause delays in receiving and handling administrative procedures. Coordinate with relevant units (Department of Information and Communications, City Public Administration Service Center) to coordinate in reviewing and correcting if there are any technical problems arising during the synchronization process.
In addition, upholding the sense of responsibility, directing regularly and resolutely, there must be immediate corrective solutions to improve the rate of records processed online in December 2024. If any agency or unit fails to ensure the rate according to regulations, directly affecting the results of the assessment and ranking of the City's Administrative Reform Index, it shall be responsible to the City People's Committee and the Chairman of the City People's Committee for the implementation results of its unit.
Based on the public results, control the results of the agencies and units under the National Public Service Portal according to the accounts assigned to the units; in case of any problems, synthesize and report to the City People's Committee (via the City Public Administration Service Center) for synthesis and reporting according to regulations.
The Hanoi People's Committee assigned the City Public Administration Service Center to urgently review and identify the contents of the current low-scoring indicators; report and propose solutions; coordinate with the Department of Administrative Procedure Control and the Government Office to remove obstacles and difficulties in synchronizing data between the City's Administrative Procedure Information System and the National Public Service Portal.
