On February 20, the Government held a thematic meeting on law-making in February 2025. This is the second session of 2025 on the topic of law-making, held just 1 day after the 9th Session of the 15th National Assembly closed.
Member of the Party Central Committee, Deputy Prime Minister Le Thanh Long chaired the meeting on behalf of the Prime Minister.
According to the Government Office, at the meeting, the Government will consider, comment on and approve 7 draft laws to be submitted to the National Assembly, including: Law on Emergency Situations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Railway (amended); Law on Foreign Judicial Assistance; Law on Concessions; Law on Transfer of People serving prison sentences; Law on Personal Data Protection.
Delegates agreed that in the coming time, the Government needs to focus all resources on institutional and legal development, ensuring the implementation of newly passed laws by urgently issuing detailed regulations and instructions for implementation, and at the same time developing new laws to meet the requirements of practice.
Ministers and heads of ministerial-level agencies continue to prioritize time, focus the highest resources, directly lead and direct the completion of draft laws that are considered and give opinions at this session to submit to the National Assembly in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring quality and progress as required.
At the same time, closely coordinate with the National Assembly agencies in the process of reviewing, explaining, accepting and revising the draft law according to the opinions of the National Assembly Standing Committee and National Assembly deputies.
Delegates emphasized that the law needs to be regulated in a framework, in a principle manner, only regulating issues under the authority of the National Assembly;
Assign the Government to specify in detail to ensure the stability of the law and ensure the proactiveness of the Government in management and operation; promote decentralization and delegation of authority along with resource allocation, improve implementation capacity in the spirit of "locality decides, locality does, locality takes responsibility".
It is necessary to further promote the sense of responsibility in building and perfecting laws, ensuring the legitimate rights and interests of individuals; promoting socio-economic development and compatible with international law.
Focus on reviewing current legal regulations to improve the legal system, create conditions for the operation of the new apparatus, ensure smoothness and efficiency, not leave legal gaps, and promptly handle issues arising in practice.
