Desolation inside the resettlement area worth hundreds of billions of VND
If Lao Dong's previous article reflected the legal problems that make it difficult for many projects to be implemented, this article will mention budget investment in projects but not yet effective.
That is the Xom Quan Resettlement Area Project invested by the Van Phong Economic Zone Management Board.
This project is built with the goal of building a resettlement area to relocate people in My Giang, Ninh Yen, Ninh Tinh villages (Ninh Phuoc commune, Ninh Hoa town) - creating a flat surface for industrial projects in the Nam Van Phong area.
In 2010, this resettlement project was built in Ninh Tho commune with an area of 50 hectares. The total investment of the project has been approved by the Khanh Hoa Provincial People's Committee of more than 392 billion VND from the budget.

Although the infrastructure has been invested in, over the years, the Xom Quan Resettlement Area has only had a few households come to live, the atmosphere is deserted.
According to people in the Xom Quan resettlement area, most of the people were relocated from the coastal commune of Ninh Phuoc to work as fishermen.
Previously, the resettlement area had a wharf to serve the movement of boats, however, currently the routes from the sea to the resettlement area are being filled. Therefore, people are not interested in building houses in this resettlement area because of "difficult roads to do business"...
Meanwhile, households building houses in resettlement areas are lost and lonely due to lack of neighbors and public institutional areas.
Ms. Vo Thi La - a resident in the resettlement area - said that because of her livelihood, her family has lived alone in the resettlement area for many years. Also because there are few people living in this area, there are often cases of young people gathering to eat, drink and cheat.

Just handed over the minutes, not yet received the documents
Not only facing the lack of residents, many public works in the resettlement area have deteriorated.
Among the investment items from the early days is a kindergarten that was built systematically to take care of the children of resettled people.
The irony is that there are no residents, so there are no children going to school. Since then, the school has quickly fallen into a situation where no one is looking after it.

According to a report from the Ninh Hoa town government, from 2020 to June 2023, the locality has received the handover of items of Xom Quan kindergarten from the Van Phong Economic Zone Management Board.
However, after that, the locality did not have enough funds to maintain and hire security guards, and some construction items such as doors and locks that had not been used for a long time were damaged and had termites.
Mr. Vo Ngoc Minh - Vice Chairman of Ninh Hoa Town People's Committee said that from 2015 to present, the locality has received the handover of lighting systems, kindergartens, cluster headquarters, leveling, roads, rainwater drainage systems, wastewater drainage (excluding treatment stations)...
However, by the end of 2024, Ninh Hoa town had not yet received all documents and legal documents related to the above items (only received items by handover minutes, not yet received documents).
In 2021, Ninh Hoa town proposed that the province allocate more than 300 million VND to protect and manage assets. However, the People's Committee of Khanh Hoa province requested the town to coordinate with the Van Phong Economic Zone Management Board to review the handover procedures and arrange funding from the budget for management.
The ineffective state of Xom Quan Resettlement Area was concluded by the State Audit in 2021. The State Audit assessed that the resettlement area was put into use in 2015, but with 3 households living there, it can be seen that the resettlement planning work is not yet suitable for resettlement needs, reducing the efficiency of using investment capital from the state budget.
