On November 14, the National Assembly Standing Committee considered and decided on the arrangement of administrative units at district and commune levels (merging districts and communes) for the 2023-2025 period of 12 provinces and cities.
These localities include An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, and Vinh Phuc.
With 100% of the members of the National Assembly Standing Committee present, they unanimously agreed to finalize the plan to merge the district and commune levels of the 12 provinces and cities mentioned above.
After the merger, 12 provinces and cities are expected to reduce 1/6 of district-level units and 161/361 commune-level units. Of which, the largest reductions are in Hanoi (53/109 units), Ho Chi Minh City (39/80 units), Phu Tho (18/31 units) and Vinh Phuc (15/28 units).
The effective date of the resolutions is from January 1, 2025, and for the resolution of Son La province, it is from February 1, 2025.
For Ha Tinh province, this locality will rearrange 4 district-level units and 23 commune-level units to form 3 new district-level units and 16 commune-level units. After the rearrangement, 1 district-level unit and 7 commune-level units will be reduced.
According to Lao Dong's investigation, at the end of September 2024, the People's Council of Ha Tinh province issued Resolution 196 on approving the policy of arranging and establishing administrative units at district and commune levels for the 2023-2025 period of the province.
Accordingly, regarding the arrangement of district-level administrative units, Ha Tinh will adjust and expand the administrative boundaries of Ha Tinh city on the basis of merging the entire natural area and population size of 14 communes into Ha Tinh city.
These communes include: 11 communes of Thach Ha district, including: Dinh Ban commune, Thach Hai commune, Thach Hoi commune, Thach Khe commune, Thach Lac commune, Thach Thang commune, Thach Tri commune, Thach Van commune, Tuong Son commune, Tan Lam Huong commune and Thach Dai commune; 2 communes of Cam Xuyen district, including: Cam Vinh commune and Cam Binh commune; Ho Do commune, Loc Ha district.
At the same time, the entire natural area and population size of the remaining 11 communes and towns of Loc Ha district, including: Loc Ha town, Thinh Loc commune, Tan Loc commune, Hong Loc commune, Ich Hau commune, Phu Luu commune, Thach My commune, Mai Phu commune, Binh An commune, Thach Kim commune and Thach Chau commune, will be merged into the remaining natural area and population size of Thach Ha district.
On that basis, Ha Tinh also established many new wards in Ha Tinh city such as Thach Hung ward, Tran Phu ward, Bac Ha ward, Thach Trung ward, Thach Ha ward, Dong Mon ward.
