According to the Project on arranging commune-level administrative units in Hai Duong province in 2025 to collect voters' opinions, the whole province currently has 207 commune-level administrative units, including 151 communes, 46 wards and 10 towns. After the arrangement according to the basic plan, the province will have 64 commune-level administrative units, including 21 wards and 43 communes. Thus, the number of commune-level administrative units decreased by 143 units (including 118 communes, towns and 25 wards).
The new administrative units after the arrangement will mainly be named after the names of the old district-level administrative units, with Sequential numbers to distinguish them, ensuring ease of remembering and easy management.

In case the Central Government agrees to allow Hai Duong province to establish a specialized economic zone and be recognized as a commune-level administrative unit, the Provincial People's Committee proposes an additional arrangement plan. Accordingly, the number of commune-level administrative units in the province will be reduced to 62, including 21 wards and 41 communes.
This plan has been adjusted in the areas of Binh Giang and Thanh Mien districts. Thanh Mien 2 commune (specialized economic zone) will be established on the basis of merging the entire area and population of Binh Xuyen commune (Binh Giang district) and part of the area and population of some border communes in Binh Giang and Thanh Mien districts.
It is expected that after its establishment, Thanh Mien 2 commune will have an area of 53.01 km2, a population of 60,709 people, becoming one of the largest commune-level administrative units in the country.
Other districts, towns and cities in the province will remain the same as the original arrangement plan with 64 administrative units. The implementation of the arrangement plan is being carried out carefully, ensuring adequate voters' opinions and compliance with the regulations of the Central Government.
The streamlining of the apparatus and improving the effectiveness and efficiency of local government operations are expected to contribute to promoting socio-economic development and administrative reform, especially in the context of Hai Duong province promoting investment attraction.
