Speaking at the opening of the session, Mr. Le Van Hieu - Chairman of the Hai Duong Provincial People's Council said that at this session, the Provincial People's Council will review and decide on a number of urgent contents to serve the arrangement and streamlining of the apparatus such as the arrangement of the apparatus of specialized agencies under the Provincial People's Committee; support policies for cadres, civil servants, and public employees who retire early and quit their jobs in implementing the arrangement of the apparatus; adjusting the number of civil servants and employees in administrative agencies and public service units under the province.
At the meeting, Ms. Sai Thi Yen - Director of the Department of Home Affairs of Hai Duong province reported on the proposal on the reorganization of specialized agencies under the People's Committee of Hai Duong province.
Ms. Sai Thi Yen said that the People's Committee of Hai Duong province has directed the Department of Home Affairs to preside over and coordinate with departments and branches, develop a Project to reorganize specialized agencies under the Provincial People's Committee, in accordance with the provisions of law and advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision.

According to the content of the Project, Hai Duong province merged 10 departments into 5 departments (reducing 5 departments): Merged the Department of Planning and Investment and the Department of Finance; Merged the Department of Transport and the Department of Construction; Merged the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development Merged the Department of Information and Communications and the Department of Science and Technology; Merged the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs.
Regarding specialized agencies under the Provincial People's Committee after reorganization, after reorganization, specialized agencies under the Provincial People's Committee include 12 agencies: Department of Home Affairs, Department of Finance, Department of Construction, Department of Science and Technology, Department of Agriculture and Environment, Department of Justice, Department of Industry and Trade, Department of Health, Department of Culture, Sports and Tourism, Department of Education and Training, Provincial People's Committee Office, Provincial Inspectorate.
The number of civil servants after the arrangement will be based on professional qualifications, work experience and capacity, strengths and positions prescribed by the province to carry out the arrangement, mobilization, and arrangement to ensure the legitimate rights and interests of civil servants in accordance with legal regulations.
Regarding the head and deputy heads, the Department Directors will be reduced by 5; and the Department Heads will be reduced by 29.
