Delegate Nguyen Tao - National Assembly Delegation of Lam Dong Province - proposed that the Minister of Construction direct the investor of the National Highway 28B Renovation and Upgrade Project to focus on human and material resources to speed up progress and complete the project in 2025.
The project aims to meet the requirements of socio-economic development, ensure security, national defense, travel and trade needs of the people of the new Lam Dong province and increase regional connectivity in the coming time.
Responding to this issue, the Ministry of Construction said that the project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces (Project) was invested by the Ministry of Transport (now the Ministry of Construction) in the medium-term public investment plan for the period 2021 - 2025.
The project has been implemented with the goal of gradually improving the transportation system in Binh Thuan and Lam Dong provinces. The project also ensures synchronization and appropriate planning; Minimize the risk of traffic accidents, strengthen regional links, meet the transport needs on the East -West corridor connecting the Central Highlands to the central provinces. The project aims to support socio -economic development, tourism, contributing to fast, sustainable poverty reduction and security defense.
In order to ensure the progress of the requirement to be completed in 2025 to meet the goals, promote the efficiency of investment capital, serve the people's travel needs to increase after the merger of the province, the Ministry of Construction directs the investor, the contractor strengthens human resources, materials, equipment, finance ... urgently implementing construction (completed 28% of contract value, asphalt concrete carpet is 12km/68km).
During the implementation process, the Ministry of Construction has always received support from the People's Committees of Binh Thuan and Lam Dong provinces in the work of handing over and site clearance.
However, up to now, after more than a year of construction, in Binh Thuan and Lam Dong provinces, there are still about 17.5 km that have not been handed over the site (17 km in Binh Thuan province, 0.5 km in Lam Dong province, mainly forest land, residential land and technical infrastructure systems).
The Ministry of Construction has issued many telegrams and documents to the People's Committees of Binh Thuan and Lam Dong provinces requesting to speed up the progress of handing over clean land to the construction contractor.
The locality has committed to the time limit for handing over clean ground to the construction contractor (until April 30, 2025 completed), although the site clearance has been progressed recently, the problems have not been completely resolved in a serious effect on the implementation progress and potentially incomplete risk in 2025 as planned, and in excess of the capital allocation period as prescribed in Article 57 of the Law on Investment. The project is at risk of stopping and regulating the centralized capital for national key projects, under the direction of the Prime Minister.
To ensure the completion progress in 2025 as suggested by the Delegates, the Ministry of Construction hopes to receive the attention of National Assembly deputies, the National Assembly Delegations of Lam Dong and Binh Thuan provinces consider giving opinions to the People's Committees of Lam Dong and Binh Thuan provinces to direct competent agencies to focus on removing difficulties and completing procedures for handing over clean land to construction contractors in May 2025.
The Ministry of Construction will continue to closely coordinate with localities to resolve difficulties and problems, speed up construction progress to ensure the completion of the project in 2025.
