According to the Hai Phong Department of Health, after the merger, the Department has 6 specialized departments, 2 branches and 63 affiliated public service units. The total medical workforce is 17,940 people, including 3,906 doctors (including 1,765 postgraduate doctors), 397 pharmacists with undergraduate and graduate degrees, along with 9,129 nurses, midwives and technicians.
The City People's Committee has issued a Decision stipulating the functions, tasks, powers and organizational structure of the Department of Health; at the same time, the Department of Food Safety and Hygiene and the Department of Population and Children have been established on the basis of merging related units.
In the context of implementing the two-level local government model, there are 159 administrative procedures under the authority of the Department of Health, including 140 provincial-level procedures, 5 procedures shared between the provincial and commune levels, and 16 commune-level procedures. Administrative procedures are initially assessed as not being delayed or interrupted in the process of restructuring the apparatus. From July 1 to 10, 2025, the Department of Health received 108 records, processed 154 records; 100% of records were received online and all were processed and returned results ahead of schedule.
In parallel with the organization of the apparatus, the Department of Health has directed units to maintain full implementation of professional tasks, without interruption in activities to care for and protect people's health. The sector proactively implements medical examination and treatment, preventive medicine, food safety and hygiene and social protection, ensuring the correct functions and tasks assigned.
However, in the process of implementing tasks, the health sector still faces some difficulties and problems related to professional work, implementation resources, administrative procedures and digital transformation implementation.
At the working session with the Department of Health on the results of the activities of the health sector after the merger, Vice Chairman of the City People's Committee Nguyen Minh Hung acknowledged and highly appreciated the efforts of the health sector in directing and operating after the merger of the two localities and arranging commune-level administrative units. Despite the large workload, the sector still ensures good maintenance of disease prevention, control, medical examination and treatment and health care for the people.
The Vice Chairman of the City People's Committee requested the Department of Health to continue reviewing and evaluating the work of organizing the apparatus after the merger; effectively implementing key tasks; promoting training and fostering human resources; monitoring the progress of implementing health projects under implementation. At the same time, urgently complete contents related to digital transformation such as deploying electronic medical records, automatic medical examination and treatment registration kiosks, etc.
Along with that, the Department of Health reviewed the procurement of equipment, ensuring operational capacity for grassroots health care, serving well the initial health care for people; focusing on key investment in frontline health facilities, improving treatment capacity and prevention.
At the meeting, the Vice Chairman of the City People's Committee also assigned relevant departments and branches to coordinate with the Department of Health to promptly remove difficulties and obstacles in the implementation process, contributing to improving the effectiveness of the implementation of tasks throughout the sector.
