According to the direction of the Chairman of the City People's Committee, agencies, units, and localities must proactively arrange sufficient human resources and working conditions to receive and promptly resolve administrative procedures assigned and decentralized from the Central Government and from the City People's Committee; ensure that the processing of dossiers is not interrupted, without delays occurring, affecting people and businesses. At the same time, pay attention to training and fostering professional skills for the team of officials and civil servants directly performing tasks, meeting the requirements after receiving additional authority to resolve administrative procedures.
The City People's Committee assigned the Department of Science and Technology to preside over and coordinate with relevant agencies to review, invest, and upgrade information technology infrastructure, ensuring connectivity, intercommunication, and effective exploitation and use of data to serve administrative procedure resolution in the electronic environment, contributing to improving the quality of service for organizations and individuals.
The city also requests to strengthen inspection, self-inspection, and supervision of the implementation of administrative procedures at agencies and units.
The Office of the City People's Committee will organize periodic and unscheduled inspections according to the 2026 plan to promptly detect, rectify, and handle the situation of harassment and negativity; resolutely overcome the arbitrary occurrence of additional components of dossiers, requests or processes of resolution outside regulations.
According to the assignment, the Department of Justice is responsible for summarizing the implementation situation, reporting to the Ministry of Justice on the allocation of resources to implement decentralized administrative procedures, and at the same time reflecting difficulties and obstacles and proposing solutions to remove them.
The City Public Administration Service Center is assigned to monitor, urge, and supervise the implementation; coordinate with the Department of Justice to summarize the results, and advise the City People's Committee to direct and promptly handle issues arising during the implementation process.
