The breakwater is degraded and damaged.
Recently, voters of Phu Long commune, Cat Hai district petitioned the Hai Phong City People's Council about the unsafe situation at the Phu Long breakwater. Accordingly, the mangrove forest area south of Phu Long commune (about 1 km long) has long been eroded and washed away by sea waves. Every time the tide rises, the sea waves directly hit the southern breakwater, causing the risk of the dike breaking. People of Phu Long commune requested the city to pay attention to planning to reinforce the dike to ensure safety when big waves and storms occur.
According to the report of Hai Phong City People's Committee, the southern embankment of Phu Long commune was built, formed from the embankment, the embankment of the aquaculture lagoon to protect the residential area and the aquaculture lagoon managed by the locality; outside there are mangrove forests, tidal creeks and alluvial sandbanks along Lach Huyen estuary (from Moc Trang to Dau Voi).
The current state of the dike is small and low, the dike has been damaged and degraded during use, and its ability to prevent floods and storms is poor. The outer alluvial strip has the function of protecting against waves, stabilizing the shoreline, and protecting the southern dike line, which is being eroded and at risk of being cut off, directly affecting the safety of the dike. Therefore, the city government believes that investing in consolidating and upgrading the Phu Long dike line to ensure safety against floods and storms is urgent.
Expected upgrade phase 2026-2030
In response to public complaints and the current state of degradation at the sea dike in Phu Long commune, the People's Committee of Hai Phong City has directed the Department of Agriculture and Rural Development to coordinate with Cat Hai district to study and consider investment plans, consolidate and upgrade the dike, and report to the City People's Committee for construction in the period 2026 - 2030.
Recently, on October 14, 2024, the Office of the City People's Committee issued Notice No. 506/TB-VP on the Conclusion of the Chairman of the City People's Committee at the meeting to listen to the report on the proposal to renovate the irrigation system and new rural projects. Accordingly, the city plans to allocate public investment resources from the city budget for the period 2026 - 2030 to invest in and improve socio-economic infrastructure for a number of localities. The average estimated cost is about 500 billion VND for each locality, including Cat Hai district.
Therefore, in the process of reviewing and proposing a list of investment projects, Hai Phong City People's Committee requested Cat Hai District People's Committee to propose the above project to the list of proposed investments for the period 2026 - 2030 to protect the safety of life and property of the state and people of Phu Long commune.
