On July 24, the Government Office announced that Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1581/QD-TTg promulgating a plan to continue perfecting the organization of the political system and preparing for Party Congresses at all levels.
The plan clearly states specific tasks, identifying the host agency, coordinating agency, products and deadline for completion.
Accordingly, the Government Inspectorate is responsible for presiding over the inspection and guidance on the arrangement and streamlining of the Government Inspectorate and the inspection system at the central and provincial levels to ensure the correct implementation of the Central's policies and Government regulations. Completion date August 15.
Previously, at the 9th session, the 15th National Assembly voted to pass the Law on Inspection (amended).
Regarding the system of inspection agencies, the law stipulates that the system of inspection agencies is organized at 2 levels including the Government Inspectorate and the Provincial Inspectorate.
In addition, it stipulates that inspection agencies are specific, such as: Inspection agencies in the People's Army, People's Public Security, and the State Bank of Vietnam, including the Inspectorate of the Ministry of National Defense, the Inspectorate of the Ministry of Public Security, the Inspectorate of the State Bank and other inspection agencies as prescribed by the Government (Clause 3); The Central Inspectorate and the Inspectorate are established under international treaties (Clause 4).
Thus, compared to the old law, the new law has removed the regulations on inspection at the ministerial level, general departments, departments under ministries; inspection agencies at agencies under the Government, inspection agencies, district inspectorates, organization and operation of agencies assigned to perform specialized inspection functions.
The function of the inspection agency also has a new point when adding "waste prevention".
Accordingly, the inspection agency has the function of assisting competent state management agencies in implementing state management of inspection work, receiving citizens, handling complaints and denunciations and preventing and combating corruption and negativity; conducting inspections, receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity according to the provisions of law.
The new law stipulates the unification of the concept of inspection, without distinguishing between administrative inspection and specialized inspection.
Also according to Decision No. 1581/QD-TTg, the Ministry of Home Affairs shall preside over the inspection and guidance on the establishment of provincial-level specialized agencies to ensure proper implementation of the Central's policies and Government regulations; the establishment of specialized departments.
The Ministry of Finance shall preside over the inspection and guidance on the arrangement and streamlining of the apparatus of agencies organized vertically, including: Taxes, customs, state treasury, social insurance, national reserves, statistics; The State Bank shall preside over the inspection and guidance on the arrangement and streamlining of the state banking apparatus; The Ministry of Justice shall preside over the inspection and guidance on the arrangement and streamlining of the civil judgment enforcement apparatus to ensure compliance with the Central's policies and regulations of the Government.
The time to complete the above tasks is August 15.
In addition, the Ministry of Home Affairs will reorganize public service units (except for secondary schools, primary schools, kindergartens, and health stations) in the direction of streamlining units, ensuring the provision of many basic and essential public services in commune-level administrative units, to be completed before December 31, 2025.
