On July 24, the Government Office announced that Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1581/QD-TTg promulgating a plan to continue perfecting the organization of the political system and preparing for Party Congresses at all levels.
The plan assigns the Ministry of Home Affairs to preside over and coordinate with relevant ministries and branches to report to the Politburo and the Secretariat on policies for major contents before submitting to the Government for promulgation of a Decree and related documents guiding the implementation of the Law on Cadres and Civil Servants in 2025 on recruitment, use, management, evaluation, classification, and termination of employment for civil servants and public employees to ensure the principle of "in, out", to be completed before August 30, 2025.
By December 31, 2025, the Ministry of Home Affairs will complete the review and assessment of the management and use of the Government sector's payroll after restructuring the apparatus.
Complete the job position to serve as a basis for determining the payroll until 2031 of ministries, ministerial-level agencies, agencies under the Government, Vietnamese representative agencies abroad, public service units, and mass organizations assigned by the Party and State at the Central level.
At the same time, the Ministry of Home Affairs reviews, amends and supplements regulations on the number of deputy heads of agencies, organizations, and public service units under ministries, ministerial-level agencies, and agencies under the Government; specialized agencies under People's Committees and People's Councils at the provincial and commune levels in the direction of streamlining, meeting the requirements of tasks in the new period.
The Ministry of Health is assigned to preside over the overall review of the demand for health sector civil servants in localities; the Ministry of Education and Training reviews the overall demand for education sector civil servants in localities; guides, monitors and inspects the implementation of recruitment to ensure compliance with regulations and the correct scope of the number of positions assigned from the 2025-2026 school year.
The Ministry of Home Affairs inspects, grasps the situation, fully and promptly collects statistics and reports to the Politburo on the retirement of cadres, civil servants, public employees, workers, and part-time workers at the commune level after the arrangement of administrative units, the arrangement of the apparatus of agencies, units, and organizations in the political system associated with the two-level administrative units, and resolves the regime and policies according to regulations.
Timely guide, remove obstacles and adjust regulations and guidelines to ensure that commune-level cadres, civil servants, public employees, and non-professional workers retire for the right purposes, requirements, and for the right people and retain cadres with capacity and qualifications.
The above tasks must be completed before August 31, 2025.
By September 30, 2025, the Ministry of Construction must issue and guide the implementation of the public housing policy for cadres, civil servants, and public employees who have to move after the arrangement of administrative units.
The Ministry of Home Affairs reviews, amends and supplements regulations on regimes, policies, salaries, and responsibility allowances for cadres, civil servants, public employees, and part-time workers at the commune level, in villages and residential groups, to be completed before October 31, 2025.
The Ministry of Finance must inspect and guide the implementation of specific regimes and policies of administrative units after the reorganization before December 31, 2025.
